Rules of Procedure

Rulemaking Update

LUBA has amended its administrative rules. All appeals filed on or after Janaury 1, 2026, will be governed by the amended rules. The amendments increase appeal and intervention filing fees, renumber and reorganize rules, clarify manner of filing for all documents, and clarify that parties must respond to notices and orders from the agency.

The amended rules may be viewed here.

The amended rules will be posted to the Secretary of State's website on January 1, 2026.

There are no current notices of proposed rulemaking, please refer to the calendar below for future rulemaking actions. As LUBA engages in rulemaking, updates and documents pertaining to the rulemaking will be posted to this page.

Recent Rulemaking Actions
