The Board of Naturopathic Medicine consists of seven members appointed
by the governor for three-year terms. Membership consists of five licensed
Naturopathic physicians and two public members. Each member serves a three-year
term and is eligible for reappointment.
Board Chair Jennifer Gibbons, N.D., Portland - Dr. Gibbons is in private practice in Portland, Oregon. A 1998 graduate of National College of Naturopathic Medicine, Dr. Gibbons enjoys a family practice focusing on pediatrics, midwifery and women's health.
Dr. Gibbons is adjunct faculty at National College of Natural Medicine in Pediatrics and Naturopathic Midwifery.

Public Board Member Jennifer Anderson, RN, BSN, MBA, Portland - Jenny was born and raised in Corvallis, OR, and has been in the Portland area since 1998. She attended University of Portland, and graduated with RN and BSN degrees. She worked as a Registered Nurse for 5 years at what is now Randall Children's Hospital, before getting her MBA, also at U of P. She then shifted into medical device sales for several years. Jenny has worked as a RN in a pediatric clinic for the last 8 years.
Jenny became interested in Naturopathic Medicine after developing some serious health issues in 2011. Her health declined for several years, landing her in a part time wheelchair during the crux of the issues. After getting no answers through traditional approaches, Jenny was able to find a root cause and healing path forward through her current ND. She has a passion for helping others who are suffering. She is now as active as ever; the wheelchair a distant memory. She enjoys paleo cooking and baking, sharing wellness with others through a blog platform, and having outdoor adventures with her husband and two children.

Board Member Tracy Erfling, N.D., Astoria - Dr. Tracy Erfling has been in Astoria Oregon for over 15 years in both private practice providing basic family health care as well as a family planning provider at Clatsop County Department of Public Health providing contraceptive care to women (and some men). She graduated from the National University of Natural Medicine in 2000, Willamette University in 1995 and grew up in Boulder Colorado.
She is an active part of her local community in her involvement with Astoria Parks and Rec, writing for a local monthly paper called Hipfish, mentoring two elementary students as well as her involvement in her husband Jack Harris' business the Ft George Brewery and Public House. She is passionate about staying active physically as well as volunteering within the community. She spends her off work hours raising a 12 year old son, 2 dogs, a cat and a leopard Gecko.
Her well known health care philosophy is as follows...DO something you love, BE with someone you love, EAT your vegetables, DRINK clean water, BREATHE deeply and MOVE your body EVERYDAY!

Public Member Joana Freedman, PT, Portland - Joana has been a practicing Physical Therapist for 35 years in a wide variety of treatment settings including acute care, outpatient orthopedics and geriatrics. Currently, she is working for Accelerated Care Plus as a Clinical Program Consultant. She has previously served eight years on the Oregon Physical Therapist Licensing Board, four years as Chair (2002-2011). Joana lives in Portland, OR with her wife and Italian Greyhound, Prada.
Board Member Keivan Jinnah, N.D., Portland - Dr. Keivan Jinnah is a licensed Naturopathic physician, acupuncturist, Qi Gong instructor, and Chinese herbalist. He has an advanced natural medicine practice providing diagnosis, treatment and an understanding of health challenges from a holistic and functional medicine perspective.
Dr. Jinnah's focus is on treating people with complex health conditions. He has specialties in the areas of chronic liver disease, multiple sclerosis and auto-immune disease. He himself was diagnosed with MS in 1998.
Dr. Jinnah graduated from the National College of Naturopathic Medicine (NCNM) in 1998 with his Doctorate of Naturopathic Medicine (N.D.) and his Master's in the Science of Oriental Medicine (M.S.O.M.). He has been in private practice in Portland Oregon since 1998.
Dr. Jinnah is an adjunct faculty member at NCNM, where he teaches the Naturopathic treatment of liver disease. He has been an advisory member of the Oregon State Viral Hepatitis Planning Group and sits on the medical advisory board of the national publication Liver Health Today. He speaks frequently to patient and doctors' groups on the natural treatment of liver disease, multiple sclerosis, auto-immune disease, and other chronic illnesses. Dr. Jinnah was honored with a Governor appointment to the Oregon Board of Naturopathic Medicine in November 2015.
Dr. Jinnah has studied for many years the ancient Taoist healing arts and wisdom traditions.
Dr. Jinnah lives in Portland Oregon with his wife and their two very energetic children, and may be found early on weekend mornings doing Taiji in one of the local parks.

Board Member Robert Skarperud, N.D., Bend - Dr. Skarperud, N.D., M.S., graduated from Bastyr School of Naturopathic Medicine in Seattle, WA, in 2004. He earned a Masters of Science degree in Nutrition from Tufts University School of Nutrition Science and Policy in Boston, MA, in 1998. His Bachelors of Science degree in Zoology is from the University of Washington in Seattle. He utilizes clinical nutrition, customized herbal medicines, homeopathy, prescription medicines, low force physical therapies, diagnostic testing and imaging, counseling, preventive medicine, IV micronutrient therapy, and minor surgical procedures. Dr. Skarperud is in general practice for people of all ages at Blue Star Naturopathic Clinic, Bend, OR since 2005.

Board Member Bill Walter, N.D., Eugene - Bill Walter, ND is a naturopathic physician practicing at the Community Health Centers of Lane County, serving a primarily Medicaid and uninsured population. He is the American Association of Naturopathic Physicians liaison to the Integrative Pain Care Policy Congress, and is the former Chair of the AANP Scientific Affairs Committee. Representing Lane County, he works with Trillium on their Clinical Advisory Panel as well as their Peer Review and Credentialing Committee, and was past Chair of their chronic non-malignant pain management committee. He has lectured nationwide about how to use natural medicine approaches when treating patients with chronic pain. He graduated from Bastyr University in 2009, and completed his residency at the Bastyr Center for Natural Health. Dr. Walter earned his Bachelor's degree in Cultural Anthropology from UC Santa Cruz. Dr. Walter lives with his wife and their 12-year-old daughter, and they enjoy hiking, their pets, and table-top Euro-games.
