Driver Information

To qualify for an Oregon driver license, instruction permit, or identification card you must be a resident of or domiciled in Oregon. You will be required to provide proof of identity, full legal name and current residence address.

Real ID

Real ID is an optional type of driver license, permit or identification card with additional requirements. As of May 2025, you will need a valid passport, a Real ID, or other federally acceptable document to board a plane or enter secure federal facilities such as military
bases. Your standard driver license will NOT be accepted for those purposes.

To apply for a Real ID, you will be required to present hardcopy proofs of lawful status, full legal name and two proofs of address.*
*Proof of address must be from two different sources.

There is a $30 additional fee for every issuance of a Real ID.
  • Your documents will be verified and scanned. The copies are stored securely for 10 years.
  • You can go to Oregon.gov/RealID to determine the documents you will need and get a customized checklist.
If you are a temporary resident in the United States applying for a commercial driver license or a Real ID driver license or identification card, you will be issued a limited-term driver license or identification card. A limited-term driver license or identification card will be valid for:
  • Your authorized length of stay, but no longer than eight years from the date of issuance; or
  • One year from the date of issuance if your length of stay is for an indefinite period of time.
If you are a temporary resident in the United States applying for a commercial or Real ID driver permit, you will be issued a limited-term driver permit valid for:
  • Your authorized length of stay, but no longer than the period of time for which the driver permit of the same type is issued for by the department; or
  • One year from the date of issuance if your length of stay is for an indefinite period of time.

Class C License

A Class C non-commercial license allows a person who is at least 18 years old to drive:
  • A car or any single vehicle (mopeds, auto cycles, passenger cars, vans, and pickups) with a loaded weight and gross vehicle weight rating (GVWR) of not more than 26,000 pounds that is exempt from a commercial driver license (CDL) or motorcycle requirements;
  • A recreational vehicle—including motor homes and vehicles with campers—for personal use;
  • An emergency fire vehicle if operated by a firefighter; and
  • An emergency vehicle if operated by a qualified emergency service volunteer.
In addition, a holder of a Class C license may tow:
  • A travel trailer for personal use; or
  • A trailer with loaded weight or GVWR over 10,000 pounds, if the combined weight and GVWR of the towing vehicle and trailer is not more than 26,000 pounds.

Class C Provisional License

  • Drivers 16 and 17 years of age.
  • Subject to graduated licensing restrictions.
  • Eligible to drive the same vehicles as a class C non-commercial license.

Class C Instruction Permit

  • Must be at least 15 years of age; and
  • Pass the knowledge and vision test.

  • Class C Instruction permit  $30.00
  • Real ID Class C Instruction permit  $60.00

Provisional Driver Licensing Information

If you’re under 18 years of age and getting your license for the first time, you must meet the following requirements:
  • Have had an instruction permit from Oregon, another state, or the District of Columbia, for at least six months. Temporary driver permits do not count toward the requirement to have an instruction permit for six months for a provisional driver license;
  • Certify that you have had at least 50 hours of driving experience while supervised by someone at least 21 years of age who has had a valid driver license for at least three years, AND show that you have completed an ODOT-approved driver education course; OR certify that you have had 100 hours of supervised driving experience;
  • Your parent or legal guardian must certify you meet school attendance or exemption requirements; and
  • Your application must be signed by your parent or legal guardian.

Note: If you are under 18 and have been issued a driver license by another state and you surrender that license when applying for an Oregon driver license, you are not subject to the first two requirements listed above.

Motorcycle Endorsement

  • Licensed driver 16 years of age and older;
  • Pass a vision test*; and
  • Submission of electronic course completion card from an approved motorcycle rider education course.
*Depending on the motorcycle rider education course completed, you may be required to take and pass the knowledge test.

Fees:
  • May vary depending on your current driving privilege  $98.00

Restricted Motorcycle Endorsement

A restricted motorcycle endorsement allows the holder to operate a 3-wheeled motorcycle.
  • Licensed driver 16 years of age or older;
  • Pass a vision test; and
  • Pass the knowledge test.

Fees:
  • May vary depending on your current driving privilege  $98.00

Mandatory Motorcycle Rider Education

If you apply for an unrestricted motorcycle endorsement and you do not have a valid motorcycle endorsement from another state, you must complete an approved motorcycle rider education course: Contact TEAM OREGON at www.team-oregon.org or call 800-545-9944 for information, fees or to sign up for a course.

Motorcycle Instruction Permit

  • Must be 16 years of age;
  • Have a valid Oregon driver license; and
  • Pass the motorcycle knowledge test and vision test.

Fees:
  • Motorcycle Instruction Permit $30.00

Commercial License or Commercial Learner Permit


  • Provide proof of lawful status;
  • Provide your Social Security number;
  • Be at least 18 years of age to drive in excepted interstate commerce;
  • Be at least 21 years of age to drive in non- excepted interstate commerce;
  • Have a Class C non-commercial or higher driver license;
  • Pass appropriate tests;
  • One year general driving experience if applying for commercial driver license;
  • DMV must receive and record a valid medical examiner’s certificate and when required, a medical waiver or exemption.
  • Successfully pass Entry Level Driver Training
  • (ELDT) if you are:
    • Applying for a Class A or B Commercial Driver License (CDL) for the first time.
    • Upgrading an existing Class B CDL to a Class A CDL.
    • Obtain a passenger, school bus or hazardous materials endorsement for the first time.

Testing Fees

You must pay test fees prior to testing. If you fail a written, drive, or skills test, you need to pay the test fee again each time you take the test. You may make an appointment or visit a DMV office to take a knowledge test. Go to DMV2U.Oregon.gov to schedule an appointment. In addition, DMV requires you to present proof of identity and date of birth every time you test.

Taking the Drive Test

  • Pass the knowledge and vision tests before you make an appointment for a behind the wheel drive test;
  • DMV may waive the drive test if:
    • A student between 15-17 years of age has successfully completed a program from an ODOT approved driver education provider and has been issued a completion card that waives the drive test. This card will be acceptable for up to two years from the issue date.
    • If you have a valid out-of-state driver license.
  • Call or go online to DMV2U.Oregon.gov to schedule your appointment for a drive test in advance or you may take a drive test scored by an approved testing business.

Note: DMV requires that you pay for tests in advance. If you are taking a test, please bring a separate payment (for example, two checks): one for your test(s) and one for issuing your license, or instruction permit.

Lawful Status Requirement

When you apply for a first-time Real ID original, renewal or replacement driver license, driver permit, or identification card, you are required to present proof of lawful status in the U.S.

If you are applying for a commercial driving privilege, you are required to present proof of lawful status in the U.S.  For a list of acceptable lawful status documents, go to OregonDMV.com. All documents must be original or certified copies. If certified, the certification must be from the issuing agency. Photocopies are not acceptable.

Be certain you know the most current acceptable proof of lawful status, identity, date of birth, full legal name, SSN, and residence address before you come to DMV.

Note: All documents submitted must be acceptable to DMV. DMV has discretion to require additional evidence to verify lawful status, full legal name, identity, date of birth, SSN, or current residence address.

Acceptable Documents For Proof of Identity, Full Legal Name & Date of Birth

  • A U.S. government-issued birth certificate:
    • DMV will not accept birth certificates issued by a non-government agency, such as a hospital birth certificate, birth card, birth registration, or a baptismal certificate;
    • Laminated birth certificates are not acceptable.
  • A U.S. consular Report of Birth Abroad (FS- 240);
  • A U.S. government-issued Certification of Birth (DS-1350 or FS-545);
  • Request for Verification of Birth (DD372) must include verification from Vital Statistics with appropriate endorsements;
  • Certificate of Naturalization or Certificate of Citizenship;
  • U.S. Passport or Passport Card, valid or expired no more than 5 years;
  • U.S. Territory Passport, valid or expired no more than 5 years;
  • Tribal ID card from or affiliated with an Oregon federally recognized tribe, approved by DMV;
  • Foreign passport, valid or expired no more than 5 years;
  • U.S. Department of Homeland Security documents, valid or expired no more than 5 years:
    • Employment Authorization Document (I-766);
    • Resident Alien Card or Permanent Resident Card (I-551);
    • Permit to Re-enter (I-327);
    • Refugee Travel Document (I-571);
  • Consulate Card approved by DMV, valid or expired no more than 5 years;
  • Oregon driver license, permit or ID card, valid or expired no more than 13 years;
  • Out-of-state driver license, permit or ID card, valid or expired no more than 1 year.

Full Legal Name

When you apply for a driver license, instruction permit, or identification card, you must use your full legal name. “Full legal name” is the name shown on your proof of identity and date of birth document. If your name is different than the name on your proof of identity document, you will be required to present additional documents. Acceptable documents include, but are not limited to, a government issued marriage certificate/license, divorce decree, judgment of dissolution or annulment of marriage or domestic partnership, certificate of registered domestic partnership, adoption decree or a court order. Documents being presented must be original or a certified copy from the issuing agency.

Social Security Number Requirement

When you apply for an original, renewal, or replacement driver license, instruction permit, or identification card, you are required to
provide your Social Security number (SSN) issued by the U.S. Social Security Administration (SSA) on the application.

If you have not been assigned an SSN, during the application process you must sign an electronic statement certifying that you have not been assigned an SSN.

The SSN on an application is confidential information. It will not be printed on your driver license, permit, or identification card and will not be released on DMV records. Access to your SSN is allowed only to qualified government agencies.

Real ID Acceptable Documents for Proof of Ineligibility for SSN

If you are eligible for an SSN, you must provide your SSN to be issued a Real ID driver license, permit or ID card.

If you are not eligible for an SSN, you must present proof of ineligibility and sign a Statement of Not Eligible for Social Security Number, Form 735-7255. You may obtain this form at a DMV office at the time of application.

Acceptable proof of ineligibility includes documents issued by the SSA, the Department of Homeland Security or other federal agencies or federal courts which demonstrate you are not eligible for an SSN.

Proof of Residence Address

When you apply for a license, permit, or ID card, you must provide proof of your current residence address. Oregon law allows you to use a mailing address, such as a post office box or business address, in addition to a residence address, but never in place of one.

Acceptable proof of your residence address includes:
  • Mortgage document;
  • Property tax statement;
  • Mail from a verifiable business or government agency;
  • Oregon vehicle title or registration card;
  • Payment booklet;
  • Voter registration, selective service, medical, or health card;
  • Utility hookup order or statement of account;
  • U.S. educational institution transcript for the current year;
  • Unexpired U.S. government issued professional license;
  • A letter from a non-profit or benefit issuing agency that provides services to persons in crisis or an emergency can be used as proof of a descriptive address.
Note: For Real ID you need TWO proofs of address, and they must be from two different sources.

Changing Your Address

Address changes can be done online at DMV2U.Oregon.gov or by phone at (503) 945-5000.

You must notify DMV within 30 days of your move.

Organ Transplant and Tissue Donation

You may choose to have your driver license, permit or ID card coded with a “♥” to identify you as a donor;
  • Be at least 15 years of age;
  • There is no fee if you add the code when you renew your license, permit, or ID card. A replacement fee is required to add the code between renewal periods. (Additional $30 fee if a Real ID);
  • Inform your immediate relatives of your wishes;
  • Ensure your intent to be a donor is known by registering at www.donatelifenw.org.

Veteran Designation

If you are a veteran, you may request that DMV add a veteran designation on your license, permit or ID card at the time of application. You must present a Certification of Release or Discharge from Active Duty, Form DD214, or a Correction to DD214, Form DD215, which indicates you were discharged from the U.S. Armed Forces under honorable conditions.

A $30.00 replacement fee is required to add the veteran designation between renewal periods for a driver license or $40.00 for an ID card. (Additional $30 fee if a Real ID).

Deaf or Hard of Hearing Designation

You may request that DMV add a deaf or hard of hearing designation on your vehicle registration and/or license, permit or ID card. You can add the designation at any time online through DMV2U.Oregon.gov or at a DMV field office when getting a new card or vehicle registration. The designation will also be visible to law enforcement through your DMV record. There is no proof required. You must pay the associated replacement fees for the registration and/or card.

Emergency Contact Information

If you hold an Oregon driver license, permit or ID card, you can add emergency contact information to your DMV record. There is no cost to add emergency contact information.

You can voluntarily enter one or two individuals to serve as your emergency contacts in the event you are killed, seriously injured or unconscious and are unable to communicate with police officers. Emergency contacts must be 18 years of age or older. If you are under 18, at least one of your emergency contacts must be your parent or legal guardian. A parent or legal guardian may provide emergency contact information on behalf of an unmarried minor child who is not emancipated.

You can add, update or remove your emergency contact information online at DMV2U.Oregon.gov.

Renewing Your Driving Privilege

As of May 2021, most customers may be eligible to renew online. If so:
  • Go online to DMV2U.Oregon.gov;
  • Answer security questions;
  • Answer medical questions;
  • Upload proof of address if your address has changed in the last nine (9) years; and
  • Pay the renewal fee.
Or to renew in-person at a DMV office you need to:
  • Visit a DMV office or schedule an appointment online at DMV2U.Oregon.gov.
  • Bring applicable proof of identity and date of birth for the driving privilege you are renewing. See Proof of Identity and Date of Birth.
  • If your address has changed since your last renewal or replacement, bring in proof of your current residence address (see page 11).
  • If you will be 65 years of age or older when your license expires, you will be required to take and pass a vision test.
  • Pay the renewal fee.

Replacing a Driver License, Permit, or ID Card

DMV will issue a replacement driver license, permit, or ID card if:
  • Your license, permit, or ID card is lost, stolen, damaged, or destroyed;
  • You choose to get a Real ID license or ID card;
  • Your residence address changed and you choose to get a new card;
  • You have a name change;
  • You are exchanging a valid-without-photo license for a license with a photograph;
  • You are replacing a license, permit or ID card issued with an error;
  • You are obtaining a license or ID card after reinstatement of a suspension; or
  • You are replacing a license or ID card confiscated by law enforcement or the courts.
To be issued a replacement you may need to present proof of lawful status, identity and date of birth. You may be able to apply for a replacement online at DMV2U.Oregon.gov.

If you are obtaining a replacement due to name change, you must present acceptable proof of a legal name change (see page 5).

Interim Document

If you meet all the requirements to obtain Oregon driving privileges or an Oregon ID card, you will be issued an interim card at the DMV office. The permanent card will be produced at a central location and mailed to your address on record.

Because you will receive your card in the mail, it is important that your address on file with DMV is correct. Customers typically get their permanent cards in five to ten days. The post office will not forward your driver license, permit, or ID card. If your card cannot be delivered to the address DMV has on file, it will be returned to DMV as undeliverable.

Customer must allow 20 days to elapse but no more than 70 days from the issuance date to request a no-fee reissue – as long as there are no chargeable changes.

Parking Permits for Persons with Disabilities

Parking permits are available to persons with a temporary or permanent disability. You must have an Oregon driver license, driver permit, ID card or Parking Identification card to obtain an individual, wheelchair user or Oregon Wounded Warrior parking permit. The following types of permits are available based on your needs:
  • Wheelchair user permits for individuals who use a wheelchair or similar device.
  • Oregon Wounded Warrior permits for veterans of the armed forces with a 50% or greater service connected disability. A letter from the Veterans Administration indicating 50% or greater service connected disability and discharge status other than less than honorable is required.
  • Temporary permits are issued to individuals with a temporary disability. Temporary permits are issued for up to six months.
  • Foreign visitor permits for individuals visiting Oregon who already hold a disabled person parking permit from another country.
  • Family permit for families with two or more persons with disabilities living in the same home.
  • Program permits for companies or organizations that transport people with disabilities.
There is no fee for the parking permits.
  • Temporary, Family, and Program Permits do not require an Oregon driver license, ID card, or Parking ID card.
  • Individual, wheelchair user, Oregon Wounded Warrior, Family and Program parking permits expire eight years from the date they are issued.
  • To apply for a parking permit, submit an application that includes the certification of disability (Form 735-265). The certificate of disability must be signed by an individual authorized to certify disability. You may call (503) 945-5000 to receive a form or you may complete the Form 735-265 online and print.
  • To obtain an application for a Family or Program permit, please contact the Driver Transactions Unit at (503) 945-5033.
DMV will invalidate a disabled person parking permit or decal when:
  • DMV receives notice that the permit holder (excluding Family or Program permits) is deceased.
  • The permit holder (excluding Family or Program permits) surrendered their Oregon driver license, permit or ID card in another jurisdiction.
  • DMV determines the permit was issued under fraudulent circumstances.
  • The person, program, or family no longer qualifies for the permit.

Parking Identification Cards

Parking ID cards are issued to individuals if an applicant submits a statement from a physician that it would be impractical or harmful due to a medical or physical condition, to appear at a DMV field office to be photographed. Parking ID cards are available only from DMV Headquarters. You will need to fill out and print Form 735-265PIP to be signed by your physician. There is no fee for these cards.

Filing a Crash Report

You must report any crash within 72 hours in person, by mail, or fax to 503-945-5267 by completing and printing an Oregon Traffic Accident and Insurance Report, Form 735-32, or available at your local DMV office, if:
  • Damage to the vehicle you were driving is over $2,500;
  • Damage to any vehicle is over $2,500 and any vehicle is towed from the scene as a result of damages from the crash;
  • Injury or death resulted from the crash; or
  • Damages to any one person’s property other than a vehicle involved in the crash is over $2,500.
Be sure to make a copy of the report before filing it with DMV.
