OR 18: Newberg-Dundee Bypass Phase 2

Enlarged project map​The Newberg-Dundee Bypass addresses increasing traffic congestion by improving mobility and safety through Newberg and Dundee in Yamhill County.

Decades of work and financial contributions by local jurisdictions have helped move the project forward. 

  • In 2012, the Federal Highway Administration reviewed the Final Environmental Impact Statement and authorized the project. 
  • In 2018, we completed and opened Phase 1.

For many years, we have worked towards the next phase — which is now funded.

Phase 2A

We are designing and building improvements for the interchange where OR 18 meets OR 219, including the realignment of NE Wynooski Road. We expect to start Phase 2A​ construction in 2024, and anticipate completing construction by 2026. 

We are: 

  • Realigning OR 18 with a new connection to OR 219.
  • Adding eastbound exit and westbound entrance ramps.
  • Adding a bridge carrying the eastbound exit ramp over OR 219.
  • Removing the old OR 18 alignment.
  • Realigning Wynooski Road to meet the intersection of OR 219 and Wilsonville Road.
  • Removing the old Wynooski Road alignment.
  • Widening OR 219 for an additional travel lane, sidewalk, ADA ramps and drainage.

Phase 2B — Not funded for construction

We are also designing a road connecting the new interchange with OR 99W. Phase 2B is not yet funded for construction. 

The road we are designing will have one lane in each direction with additional turning lanes or merge lanes as needed. 

It will also have:

  • Sound walls to help reduce noise levels at locations identified in the environmental impact statement and confirmed during design.
  • Pedestrian connections at the public golf course in coordination with Chehalem Park and Recreation District.
  • Eight bridges to cross Fernwood Road, creeks and local roads.
  • Intersection improvements at the connection with OR 99W.
  • Improvements to Veritas Lane and Corral Creek Road for safety and access to OR 99W.

Coordination
We are coordinating with residents, property and business owners in the interchange area who could be impacted by our field and survey research and/or by the project design or construction.​

​Sche​dule

​Now through 2022, we are: 

  • Coordinating with residents, property and business owners in the interchange area.

  • Coordinating with the city and county governments to draft a management plan for the interchange area.

  • Documenting potential changes in the environmental impacts of our design — noise, footprint, stormwater management, etc. — for federal review and approval.

OR 18 | Connecting OR 219 and OR 99W in Yamhill County

Cost and Funding

Design is funded by $22 million from House Bill 2017, passed by the Oregon Legislature.

Selective right-of-way purchase was funded by savings of $10 million from Phase 1.

For Phase 2A construction we received $32 million, funded by House Bill 5006.​


Access for pedestrians, including those with disabilities, will be available and identified through or around work zones.
