Public medium- and heavy-duty EV charging stations on Interstates 5 and 84

We’re planning a federal grant funding opportunity in the Summer of 2026 for public medium- and heavy-duty EV charging stations on Interstates 5 and 84. We will update this section of the webpage when the opportunity goes live.

More information about the funding opportunity
We have $18.2 million available from two federal funding programs. Combined, the money will fund three public medium- and heavy-duty EV charging stations: Two on I-5 and one on I-84.   

This funding opportunity does not use state dollars. Selected grant recipients must provide 30% private matching funds to their awarded funding.

We do not know the final locations of the charging stations on Interstates 5 and 84. The grant recipients will choose the final locations.

Charging and Fueling Infrastructure grant program

The Charging and Fueling Infrastructure program is a federal competitive grant program that provides $2.5 billion to support infrastructure for “alternative” fuels like electricity and hydrogen. The funding comes from the 2021 Bipartisan Infrastructure Law. 

ODOT, along with the Washington and California transportation departments, won a $102 million grant from the program in 2024

Of that funding, ODOT received $21.1 million for medium- and heavy-duty refueling infrastructure: Two EV charging stations and one hydrogen refueling station on Interstate 5. 


Carbon Reduction Program

The Carbon Reduction Program is a federal program that provides over $6 billion for transportation projects that reduce greenhouse gas emissions. The funding comes from the 2021 Bipartisan Infrastructure Law. 

Oregon is set to receive $82 million over five years (2022-2026) from the program. Of that funding, ODOT designated $4.3 million for medium- and heavy-duty refueling infrastructure. The money will fund one public medium- and heavy-duty EV charging station on Interstate 84 under the 2026 grant opportunity.


Federal requirements for medium- and heavy-duty EV charging stations
The Federal Highway Administration has several requirements for public EV charging stations that receive federal funds. You can read the full list of requirements on the Code of Federal Regulations website. Select requirements include: 
  • Each station must have at least four charging ports. 
  • Stations must be working at least 97% of the time.
  • Standardized payment methods. 
  • Real-time information on location, pricing, and availability. 
  • Accessible to people of all abilities.  

April 2026 - ODOT is hosted a webinar and listening session about the funding opportunity on April 22.

March 2026 - We issued a draft document for a grant funding opportunity for public medium- and heavy-duty EV charging stations on Interstates 5 and 84.
