Oregon Dealer Services



If an Oregon dealer charges a document processing fee, they must prepare and submit the vehicle title transaction to DMV for the purchaser.  The Title and Registration Handbook provides information for completing vehicle transaction paperwork.

DMV requires the following for vehicle transactions. Preparing the transaction paperwork in the following order will streamline processing. 
  • ​A completed Title Application. For instructions on how to complete the application, please visit Chapter B of the Handbook.
  • Original title or ownership document (certificate of origin if new vehicle);
    • ​If the title is lost and:
      • ​The vehicle is 2011 or newer and needs an odometer disclosure, you must get a replacement title before you can transfer the title. See Chapter C for instructions on applying for a Duplicate or Replacement title. See Chapter H for instructions on completing an Odometer Disclosure.).  
      • The vehicle is 2010 or older, mark the Replacement Oregon Title box in the Certifications section of the Title Application​.
      • Was issued by another state, contact that state to get a replacement before applying for an Oregon title.
  • ​Original lien releases from any previous security interest holders;
  • Original releases or bills of sale from any previous owners; 
  • An odometer disclosure between you and the seller, if required (may be in the transfer area on the title or a separate disclosure form);
  • If the vehicle has an out-of-state or foreign title, a vehicle identification number (VIN) inspection for $9; 
    • In-state Oregon dealers may conduct VIN inspections on most vehicles they sell. See Chapter D for more information.
  • Any other requirements based on the customer’s location, situation, or vehicle type;
    • A list of common needed requirements can be found in Chapter A
  • The title fee and any registration and plate fees.  See Chapter M for more detailed fee information.
If you plan to submit multiple transactions with a single check, complete the Dealer Work Transaction Submitted List (Form 7490​) and submit it with your paperwork.

Oregon dealers that choose to prepare title and registration paperwork for their customers can submit transactions to DMV in several ways. 

Mail
Oregon dealers can mail transactions directly to DMV Headquarters to be processed by Oregon Dealer Services:

Dealer Service Center (DSC) Locations
Oregon dealers can sign up to drop off transactions and pick up plates and stickers for their customers at one of the DMV Dealer Service Centers. This service is subject to location availability. 

The SE Portland, Beaverton, and Salem HQ Lobby Dealer Service Center locations also offer some over-the-counter services for Oregon Certified Dealers including expedited title transactions, registration transactions (where a title has been previously issued), and processing of Missing Requirement Letter responses. The Beaverton location also offers a VIN inspection service for dealers on vehicles a dealer cannot inspect themselves (e.g. totaled vehicles, imported vehicles, etc.).

EVR (Electronic Vehicle Registration) 
Only available to Oregon dealers at this time, the EVR Integrator VITU will submit a dealer’s vehicle transactions directly to DMV. Participating in EVR can reduce processing time by as much as 50%. VITU also offers training and 24-hour transaction support. Dealers interested in signing up to use this service are to contact VITU Oregon for more information at ORAccounts@VITU.com or by phone at 971-808-0202.

Oregon Dealer Services (ODS) is available by phone at 503-935-5479 from 10am-3pm, Monday through Friday, or by email at DMVDealerServices@odot.oregon.gov​.

ODS sends a Weekly Processing Report email showing the transaction date currently being worked for each service location. To be added to this mailing list, please contact us.
