Motor Carrier Renewal

Schedule

Motor carrier renewal for 2026 is now open and runs through December 31, 2025. We are mailing renewal information to Oregon-based carriers.

Three Ways to Renew Your Credentials

​Any motor carrier registered to operate in Oregon can apply for a password to access our secure Oregon Trucking Online (TOL) website to register vehicles, check status, manage account information and more.

  • ​Only use blue or black ink and a yellow highlighter to complete the renewal, if required.
  • Return your completed renewal with payment
  • Make checks payable to ODOT/CCD.
  • See specific mailing instructions for each type of renewal listed below.

Registration offices are open to the public Monday through Friday, 8 a.m. to 5 p.m. Please see our CCD Hours and Closures​ web page for holiday closures.

Renewal Instructions




Reminder for 2025 — HB 2007 Requirements Notice
Effective January 1, 2023 motor carriers located in Clackamas, Multnomah and Washington counties with a medium-and/or heavy-duty vehicle powered by a 1996 or older diesel engine will not be able to register or renew their vehicle registration unless:
  • Equipped with retrofit technology certified by Oregon Department of Environment Quality (DEQ).
  • The motor carrier submits an Application for Diesel Retrofit Compliance Program Exemption (form 9997). Submit this form using your Oregon Trucking Online (TOL) account, by mail or in-person at a CCD Office.
This requirement was established by the 2019 legislative session, House Bill 2007. To find out what DEQ will accept as proof that a vehicle meets clean diesel requirements, visit the Diesel Retrofit Compliance Program on the Oregon DEQ website.

Requirements
  • Oregon Motor Carriers must keep your USDOT status up-to-date and in good standing with FMCSA or you will not be allowed to renew until deficiencies are corrected.
  • Submit your renewal by November 30, 2025 to ensure timely processing. Make sure your renewal is complete. Incomplete or unpaid renewals will be returned unprocessed.
  • ​Caution! Enforcement action may be taken against motor carriers who operate vehicle(s) after January 1 without submitting renewal requirements.

Credential Display Grace Period
Motor carriers who submit their renewal with full payment on or before December 31, 2025, are eligible for a grace period for display of their 2026 credentials.

Renew Online
Registered TOL users will be notified when online renewal opens. Online renewal typically opens in October and will be available through December 31, 2025.
  • Log into your Oregon Trucking Online (TOL) account and click on Renewals 2026.
  • If you do not have a login password, see the online renewal instructions above.
  • Note: Carriers with registrant account only (account numbers starting with 5), and tow vehicle accounts must submit a paper renewal to CCD.
Renew by Mail
  • Return your completed renewal with payment by November 30, 2024 to ensure timely processing. 
  • Make checks payable to ODOT/CCD.

Complete the Renewal Checklist
If There Has Been a Change in Ownership (for example, an individual to a partnership):
  • Ownership structural changes require a new Motor Carrier Account.
  • Submit an Oregon Motor Carrier Account Application (form 9075) or contact Commercial Vehicle Licensing Unit at 503-378-5983 if you have not established a new motor carrier account.
Review / Update Your Vehicle(s) List.
  • Renewal reprints include a list of all vehicles that were active at the time 2026 renewal began. If you have recently added a vehicle after the renewal rollover, it will not be listed. Please complete the Oregon Commercial Registration Application (form 9691) for any of these vehicles.
  • Correct any information that needs to be changed directly on the form. Remember that registration weights can only be decreased at renewal time.
  • Replacement plates are available at no extra cost during renewal. Please note the request next to the desired vehicle if replacement is necessary.
  • To remove a vehicle from your fleet, draw a line through that vehicle and registration will expire December 31, 2025. If a deleted vehicle continues to operate in 2026, you will be responsible for all fees and penalties associated with its operation.​
  • To add vehicles, use the Oregon Commercial Registration Application (form 9691).
Sign Your Application.
If using a reporting agency to sign your re-enrollment application, you must have a Power of Attorney (form 9654) on file with CCD or submit one with your renewal.

Include a Check Made Payable to ODOT/CCD.
  • Checks must be in U.S. Funds only.
  • Postdated checks, guaranteed drafts requiring authorization and credit card information will not be accepted.
  • Unsigned checks will be returned and the renewal will not be processed.
Do You Need an Annual Variance Permits?
Each vehicle with a registration or tax declared weight over 80,000 pounds must have a Special Transportation Variance Permit. To obtain overweight and/or oversize variance permits, visit the Oregon Routing Information Online (ORION) website. Your Current IFTA License Expires December 31, 2025
The IFTA license is valid for the current calendar year and expires December 31 regardless of the date the license was obtained.

Requirement
O​regon Motor Carriers must keep your USDOT status up-to-date and in good standing with FMCSA or you will not be allowed to renew until deficiencies are corrected.

Credential Display Grace Period
Carriers who have renewed their IFTA license have a two-month grace period (January and February) to display their 2026 IFTA license and decals.

Instructions
A license and decals for 2026 will be issued if your 2025 IFTA license has not been revoked or canceled, and all deficiencies on account have been paid. If there are deficiencies on your IFTA account, your renewal will be held for processing or returned. License fees included with the renewal may be used to satisfy deficiencies if your account is revoked.

Renew Online
Registered TOL users will be notified when online renewal opens. Online renewal typically opens in October and is available through February 2026.
Log into your Oregon Trucking Online (TOL) account. and click on Renewals. 
  • When you renew online, electronic credentials are issued immediately.
  • Your 2026 IFTA decals will be sent by mail.
  • If you do not have a login password, see the online renewal instructions above. 
  • Note: Registrant accounts cannot renew online.
Renew by Mail
Incomplete or unpaid renewals will be returned unprocessed.
  • Use blue or black ink.
  • Indicate any changes to your address or telephone number.
  • Confirm the Maintains Bulk Storage of Fuel status on your renewal and indicate corrections.
  • Designate the number of IFTA qualified vehicles.
  • Sign and date the renewal. Keep a copy for your records.
  • Enclose the required fee and make the check payable to ODOT/CCD.

If You Are Not Renewing Your IFTA License
Check the Do Not Renew for 2026 box, indicate the close effective date, then sign and return the Renewal form.

If There Was a Change in Ownership (for example, an individual to a partnership)
Check the Ownership Change box and the Do Not Renew box. Indicate the close effective date, then sign and return the Renewal. Now is the time to make changes without incurring additional licensing fees!

To Determine Your Renewal Fee
Use the fee chart below. The annual license fee is determined by the number of IFTA qualified vehicles in your fleet. Vehicles with a gross weight of 26,000 pounds and under do not qualify for IFTA licensing unless the power unit has three or more axles or are used in a combination that exceeds 26,000 pounds gross weight.

Note: More than 50% of your IFTA qualified vehicles must be Farm plated.

To Qualify for The Farm Rate
More than half of the IFTA qualified vehicles you operate must have Oregon farm plates. Include your Farm Identification Number on the renewal. Your farm rate qualification may be verified at any time. If we find that you do not qualify for the farm rate, you will be charged additional licensing fees based on the number of vehicles you operate. Non-payment of additional fees may result in revocation of your IFTA license.

IFTA Decal Placement. Each qualified motor vehicle will be issued two IFTA decals. One decal will be placed on the rear exterior portion of the cab’s passenger side. The second decal will be placed in the same position on the driver’s side. See back of decal for application instructions.

IFTA License Distribution
The IFTA license must be carried in each qualified motor vehicle. You must make copies of the IFTA license if needed, as Oregon will issue one IFTA license.

Electronic Credentials
An electronic copy of your IFTA license may be carried in each IFTA qualified motor vehicle in place of a paper credential. A legible electronic credential is acceptable in all IFTA member jurisdictions.
 
If you complete your renewal online, an electronic credential will be issued and made available upon completion. If your renewal is processed by mail or at a CCD office, you may obtain an electronic credential by logging into TOL and clicking on the following:
  • IFTA – Show.
  • IFTA Reprint License.
  • Year 2026.
To Request Additional Decals Throughout the Year
Submit a Request Additional IFTA Decals (form 9744) or submit your request on Oregon Trucking Online (TOL). Additional decal requests may require an additional fee based on the number of IFTA qualified vehicles operating in your fleet.

Recordkeeping
IFTA recordkeeping requirements may exceed the retention period of your electronic logging device (ELD). IFTA records must be maintained for a period of four years. A detailed list of requirements is available on our Recordkeeping web page.

  • Carriers with TOL access can pay their renewal billings online whether processed online or by CCD.
    Note: Carriers with vehicle type TW or MT, registrant accounts (account numbers starting with 5), and vehicle amendments must submit the paper renewal to CCD.

Page 1 — Account Information and Certification
If There Has Been a Change in Ownership (for example, an individual to a partnership)
If you have not already established a new Motor Carrier account, please submit anOregon Motor Carrier Account Application (form 9075) or contact Oregon Only Registration at 503-378-5983. Ownership structural changes require a new motor carrier account.

Review / Update Address, Telephone Number and Contact Information
Indicate corrections on the renewal form or online.

IFTA Renewal will be Included on the Billing (if this option is shown)
  • Selecting No will generate a separate IFTA renewal form sent to you.
  • Selecting the Close IFTA Account box will discontinue your IFTA enrollment.
  • If renewing IFTA with IRP review bulk fuel selection, correct if necessary.
Fill in the Name of Your Drug and Alcohol Testing Consortium (if requested)

Sign Your Application

Page 2 — Schedule B
Actual Miles Traveled during Reporting Period July 1, 2024, through June 30, 2025
  • List all actual miles traveled in each jurisdiction for all vehicles that operated during the reporting period on this fleet. This includes vehicles that have been sold, vehicles out of service and vehicles moved to another fleet.
  • Total all actual miles.
No Actual Miles Operated During Reporting Period
IFTA Miles May Be Used to Report Miles During Reporting Period
  • If account qualifies, Schedule B will indicate that IFTA miles may be used to report miles for the reporting period. Also included will be an IFTA miles page showing miles reported.
  • It should be reviewed and signed to certify information is correct and authorize using IFTA miles.

Review Vehicle Information

  • If you added a vehicle to your fleet after renewals were printed, you may renew the vehicle by writing in the vehicle information, including the registration weight.
  • To add a new vehicle for 2026 registration, obtain and complete a separate Schedule C (form 9684) and submit with renewal.
Miscellaneous Information
Proof of Filing IRS Heavy Vehicle Use Tax (HVUT)
  • HVUT is required for vehicles registered with a gross combined weight of 55,000 pounds or more. Send a receipted copy of Schedule 1 – Heavy Vehicle Use Tax Return (IRS form 2290) for the current tax period of July 1, 2024 through June 30, 2025.
  • If filing Tax Suspended, a non-receipted copy of Schedule 1 will be accepted.
  • Previous owner’s HVUT is not acceptable. If renewal is submitted within 60 days of purchase, you may submit a Bill of Sale in lieu of Schedule 1.
  • If receipted HVUT is not available, a copy of the Schedule 1 and the front and back of the canceled check is acceptable.

Do Not Send Payment with the Renewal.
You will receive a billing once your renewal has been processed. Please send payment within 14 days of receipt.

Instructions
No Action Needed
If your vehicles are currently enrolled in the Oregon Weight-Mile Tax Program your enrollment will automatically continue into 2026 with no action needed.

Tax liability continues for all vehicle(s) and tax reports must be filed until all vehicle(s) enrolled in the Oregon Weight-Mile Tax Program (WMT) are cancelled by you or the Commerce and Compliance Division (CCD).

Action is Required
Re-enrollment is needed only if any of the following apply:
  • You are amending or cancelling vehicles at the end of the year.
  • You have a change to the ownership structure of your account.
  • Oregon registration exempt plates (YE) require verification to re-enroll for 2026 and must be submitted by mail. YE plates will automatically cancel if not re-enrolled.
Return your completed 2026 Oregon Tax Re-Enrollment Summary by December 1, 2025 to ensure timely processing. Incomplete renewals will be held unprocessed.
