Tools Available to Address Issues

Check out the pros and cons

After reviewing the summary of problems and identifying the different reasons why there isn't an easy fix, the project team identified various tools that may be available. Each potential solution has both pros and cons.

Access management is the practice of controlling the location, design, and number of driveways and intersections on a roadway to improve traffic flow, enhance safety, and reduce conflict points. We will review where and how driveways and roads access Garden Valley Boulevard and Harvard Avenue.

Pros:

  • ​Improves traffic flow by managing how and where roads are accessed.

  • Improves safety by reducing the number of places cars, bicycles and pedestrians may cross p​aths.

❌ ​Cons:

  • ​May affect how users access local businesses.

  • May require changes to local street network to limit out-of-direction travel. ​​

New local connections could link existing roads to create new routes over I-5 or new local street connections.  ​

✅ Pros:​

  • Reduces congestion on main roads by providing an alternate route.

  • Improves multimodal connectivity by providing an alternate route on a less stressful road.

❌​ Cons:

  • Requires right-of-way that may not be immediately available.

Replacing an interchange would mean completely rebuilding an existing structure and changing how traffic enters and exits I-5.

 Pros:

  • Could address identified concerns with safety, access and mobility.

  • Addresses fundamental design limitations of the existing structure (e.g. outdated geometry, sight distance and capacity)​.

❌​ Cons:

  • Costly.

  • Impacts traffic during construction.​

  • Right-of-way and property impacts to existing development.

Multimodal improvements could look like adding new bicycle lanes or pedestrian crossings, which would improve options for people who walk, roll or use public transportation. ​

✅ Pros:

  • Improves safe routes to school by adding dedicated bicycle and pedestrian facilities.
  • Improves access to businesses and neighborhoods.
  • Provides for alternate modes to safely travel.
  • Improves connectivity to transit.
