Project Details

 Details

County:  Umatilla

Nearest City: Hermiston

Milepoints:  6.9 - 9

Estimated Cost Range:  $0 - $10M

Anticipated Construction Years: 2029 - 2031

This project is programmed to start in 2027.

Programed projects have funding identified, are scheduled for 2027 and were approved by the OTC in January 2026.

Project Description

This section of U.S. 395 is busy, fast-moving, and continues to grow. It includes several closely spaced intersections and has a history of crashes – especially those involving left turns. Two locations in this stretch are ranked among the state’s top safety concern sites.

This project aims to reduce crashes and improve safety for everyone traveling through the area. The corridor will use a restricted crossing U-turn (R-cut) design to improve safety and traffic flow.

Left turns and through movements will be restricted at key intersections, including six public roads and one major commercial driveway. Some left-in movements may also be restricted.

Raised medians and traffic separators will block direct crossings. Four U-turn locations (two in each direction) will be built within the two-mile stretch to accommodate commercial vehicles.

Expected Outcome

Once complete, drivers will use designated U-turn locations to safely change direction within the two-mile project area. Raised medians and traffic separators will guide traffic and reduce conflict points, making the corridor safer and more predictable for everyone.

Drivers will no longer be able to make left turns or go straight across U.S. 395 at most intersections.

Community Benefits

Safety

Improve overall system user safety.

This project will improve traffic flow and reduce conflict points and crashes by eliminating left turns and through-movement.

Reduce the number and severity of crashes.

We will reduce high-speed, angle (T-bone) and head-on crashes in the area by replacing traditional intersections with R-cuts and raised medians.

Mobility

Improve freight movement and support Oregon's economy.

Adjusting turn locations, preventing through-movement, and adding raised medians will provide efficient and safe access for freight movement through the corridor.

Reduce congestion.

This project will reduce congestion and traffic backups with improved vehicle entry to and exit from U.S. 395.
