Project Description

Oregon 99E (McLoughlin Boulevard) is an urban arterial with a posted speed limit of 40 miles per hour. It is a major connection between the Portland metro area and other cities/communities to the south including Milwaukie and Gladstone. Much of this route includes two lanes in either direction with a center lane.

The corridor ranks in the top 5% of the Safety Priority Index System sites from 2020-2022, with a history of frequent turning, rear-end, angle, pedestrian/cyclist and red-light running crashes. In addition, the distance between existing enhanced crossings is more than 1,500 feet away, resulting in out-of-direction travel for road users not in a personal vehicle.

ODOT will install four new rectangular rapid flashing beacons with median islands, new lighting, fill in sidewalk gaps and upgrade existing traffic signal heads along the corridor.

Expected Outcome

When the project is complete, people walking, biking or rolling will have additional mid-block crossing locations. This will reduce the distance pedestrians need to travel to find a designated crossing, while also reducing the likelihood of unsafe crossings at unmarked locations. People will have better access to transit stops with improved lighting.


Community Benefits

Safety

Improve user safety.

Four new pedestrian crosswalks with user-activated rectangular rapid flashing beacons, median islands, lighting and ADA curb ramps will provide people walking and rolling with additional locations to cross this busy road safely.

Reduce the number and severity of crashes.

We will increase driver visibility by adding reflective backplates to all existing traffic signals at five intersections along OR 99E. This will help drivers see signals better, especially at night.

We will reduce the likelihood of crashes at three intersections by converting existing unprotected left turn signals into protected turns. Drivers turning left will have a green arrow, while oncoming traffic will have a red stop light.

Access

Enhanced bicycle and pedestrian routes.

Once complete, the corridor will offer cyclists and pedestrians ADA compliant curb ramps, lighting improvements to see and be seen, pedestrian refuge islands and enhanced crosswalks.

Enhance travel options for people who walk, roll, use transit, or bicycle.

Complete sidewalk network on the west side of OR 99E, from SE Courtney Avenue to SE Maple Street.
