Willamette River Stormwater Improvement Project

Design Phase

Region 1: Portland metro and Hood River County (Portland, Multnomah)


​​​​​​We are improving our environmental impact by building 15 stormwater treatment facilities to clean stormwater runoff from the Fremont Bridge (I-405), the St Johns Bridge (U.S. 30 BY) and U.S. 30 in NW Portland. These systems connect into our current stormwater pipes removing large debris like trash and smaller pollutants like metals and oil from the water.​


Impacts

Construction Impacts

When work begins, you can expect periodic nighttime noise from construction in some locations, lane closures, and temporary reductions in street parking at 1500 NW Raleigh St, and temporary detours on U.S. 30, NW Bridge Avenue and Cathedral Park in St Johns. 

Construction will last about two years, but the detours and lane closures are expected to last up to four months each while work is underway at nearby sites. More information about the individual sites is available in the About section below.

NW Bridge Avenue
Periodic nighttime closures with detours through the St Johns area will be in place for people accessing NW Germantown Rd and NW Springville Rd during construction on the west end of NW Bridge Avenue. Trucks more than 10 feet wide will also detour to reach the St Johns Bridge once work begins at the east end of NW Bridge Ave.

Nighttime EB Detour

WB Truck Detour (for trucks 10+ feet wide)

​Shown as detour “C" on the overview map above, westbound trucks more than 10 feet wide will access NW Bridge Ave near NW Harbor Blvd to enter the St Johns Bridge.  


U.S. 30
Daytime lane shifts and intermittent nighttime lane closures with flaggers directing traffic will be in place on U.S. 30. Periodic detours will also be in place for NW 1st St, NW Express Ave, and NW Kittridge Ave. Lane shifts are when vehicles shift over to use the center turn lane as a temporary travel lane so crews can work near the shoulder.

NW 1st Street Detour

​Cathedral Park
Parking spaces will be temporarily reduced during construction to accommodate excavation and the new underground stormwater system. Vehicles must enter the available parking spaces from N. Willamette Blvd.

Fremont Bridge West Ramps (1500 NW Raleigh St)
Street parking on NW 15th Ave will be temporarily unavailable during construction. Once construction is complete, parking will no longer be available within the fenced area because it will be closed to the public.

Temporary No Parking Zone​

Pedestrians and Bicyclists
Sidewalk closures with accessible pedestrian detours on U.S. 30, NW Bridge Avenue and near Cathedral Park will be available. Bikes will also be sharing the road with traffic in some locations during construction.

Noise Impacts During Construction
To minimize traffic impacts during the day, some night work will be required. Those working or living in the area may hear periodic noise from heavy equipment, construction trucks, beeping when vehicles are in reverse (required by the Occupational Safety and Health Administration), and equipment such as concrete saws, drills and jackhammers once construction begins.

We will share more information about the construction schedule before work begins.

Construction is expected to begin as early as summer 2026 and is anticipated to last two years.

About

We’re improving our stormwater system by building 5 filtration systems next to the bridges and 10 stormwater treatment sites along U.S. 30. Each site will collect stormwater from the highways and filter it, before releasing it to the Willamette River between Sauvie Island and downtown Portland. Most sites are underground and will not be visible from roads and sidewalks.

Rain from roads and other hard surfaces picks up trash, metals such as copper and lead, oil and other pollutants. When untreated, these pollutants wash into drains and nearby waterways diminishing water quality and habitat. Each filtration system we build will improve water quality in the Willamette River by removing large debris like trash and smaller pollutants like metals and oil before they reach the river.

What do we plan to build at each location?
This project is in design and information is subject to change.

St Johns Bridge (East and West)
Two underground filtration systems: one beneath N Philadelphia Ave on the east end of the bridge with a second beneath NW Knappton-General Road on the west end.

Fremont Bridge East
An aboveground filtration system at the base of the bridge approximately 8 feet tall and 30 feet long. Although it will be visible, the stormwater treatment system will not be visible from public parks or spaces. 

Fremont Bridge West
An underground filtration system beneath the landscaping at the base of the bridge, near the Willamette Greenway Trail.

Fremont Bridge West Ramps (1500 NW Raleigh St)
The largest underground stormwater treatment system within the project is planned at 1500 NW Raleigh Street. The site will have an approximately 12’ tall, prefabricated control room and an approximately 20’ tall storange tank to help manage the underground filtration system; both will be visible from the street. 

U.S. 30
10 underground filtration systems will be built in the highway shoulder between NW Nicolai Street and NW Marina Way.

$37 million. ​

Benefits

​This project will reduce water pollution to benefit water quality, fish, wildlife habitat, and public health. We are helping protect the environment by removing materials that don’t belong in our water, including trash, metals, and oil, as water runs off our highways into the Willamette River using our current stormwater runoff system.
