Wine in a Can - Bottle Bill Expansion

Senate Bill 1520 (2022) expands Oregon’s Bottle Bill to include wine in a can beginning July 1, 2025. 

On July 1, 2025, wine in a can will be eligible for redemption – dealers and distributors will be required to pay the refund value regardless of the refund value indication.

Wine in a can includes:

  • Sizes 4 ounces up to 1.5 liters
  • Table/Still Wine
  • Cider more than 8.5% ABV
  • Sake, Mead, Sparkling and Fortified Wine
  • .05% ABV to 21% ABV

A can is a cylindrical metal container and does not include glass or plastic.


Labeling Requirements

Under this Bottle Bill container expansion, wine in a can is redeemable on July 1, 2025, regardless of what is on the label. As of October 1, 2026, these containers will not be legally allowed to be sold or offered for sale without indicating the verbiage ‘OR 10¢’. This grace period will give manufacturers time to comply with the requirements.

There are no font, style, or size requirements for the OR 10¢ verbiage other than it must not be on a removable lid. These additional beverage types should not include the OR 10¢ indication on product sold or offered for sale in Oregon prior to the inclusion date of July 1, 2025.

Registration Requirements

So that the containers will be recognized by the reverse vending machines, beverage containers must be registered with the Oregon Beverage Recycling Cooperative (OBRC) prior to July 1, 2025, here: https://registration.obrc.com/.


Registering and Reporting with the Oregon Beverage Recycling Cooperative

Businesses that sell redeemable beverages to retailers in Oregon or sell beverages they manufacture and sell directly to Oregon consumers are legally required to pick up their empty containers wherever they are redeemed in Oregon and pay the store or redemption center that collected them 10 cents per empty container.

If your company will be distributing redeemable beverage containers as described, you will want to speak with the Oregon Beverage Recycling Cooperative (OBRC) about membership so that OBRC will pick up empties on your behalf and avoid the annual fee (either $5,000 or $25,000 depending on the number of containers sold) payable to the OLCC.

OLCC Annual Sales Reporting Requirements

Oregon law requires businesses to annually report their sales and return data of redeemable beverage containers sold in the previous calendar year.

Any business that manufactures or distributes beverages must complete the report. This report will walk businesses through the reporting requirements and will conclude if a business does not fall under the requirements for reporting. Businesses that sell redeemable beverages to retailers in Oregon or sell beverages they manufacture directly to Oregon consumers must pay an annual fee to OLCC or become members of the cooperative.
