Background

The Oregon Parks and Recreation Department (OPRD) invites your comments on the developmental draft of the Oregon Administrative Rule (OAR) for the Special Assessment of Historic Properties program. Established in 1975 and reauthorized multiple times, this program offers a multi-year property tax exemption for properties listed in the federal National Register of Historic Places.
The Oregon Legislature is considering House Bill 3190, which reauthorizes the program as a 10-year benefit for commercial, income-producing historic properties. In anticipation of its passage, OPRD is preparing draft rules to guide program administration, addressing areas not explicitly covered in statute to ensure the rules are in place before the application period opening on November 1, 2025. The current draft is based on the text of HB 3190 as of May 9, 2025, and may be updated if the bill is amended.
