File a Complaint

Overview

The Oregon State Board of Architect Examiners (OSBAE) investigates complaints related to:
  • practice of architecture in Oregon, 
  • architectural firms, 
  • unauthorized use of the architect title,
  • and violations of Oregon architecture laws and rules. 
This page provides information regarding:

Before Filing a Complaint
OSBAE regulates the practice of architecture in Oregon to help protect:
  • public health, 
  • safety, 
  • and welfare. 
Individuals seeking to practice architecture in Oregon must satisfy established requirements related to:
  • education, 
  • experience, 
  • and examination. 
Architectural firms and individuals must also comply with:
  • Oregon Revised Statutes (ORS) Chapter 671, 
  • and Oregon Administrative Rules (OAR) Chapter 806. 

Types of Complaints Reviewed by OSBAE
OSBAE has jurisdiction over complaints involving:
  • unauthorized use of the architect title, 
  • unregistered individuals practicing architecture, 
  • unregistered firms providing architectural services, 
  • professional misconduct, 
  • negligence, 
  • issues involving competence in the practice of architecture,
  • and nd other violations of Board laws and rules.

Matters Outside Board Jurisdiction
OSBAE does not have jurisdiction over:
  • contractual disputes, 
  • fee disputes, 
  • or private civil disagreements between parties. 
Individuals seeking assistance with contractual or financial disputes may need to consult:
  • private legal counsel, 
  • mediation services, 
  • or other appropriate agencies. 

Projects That May Require a Licensed Architect
Under Oregon law, many building projects require:
  • a licensed architect, 
  • and architectural services provided under responsible control. 
Projects that generally do not require a licensed architect include:
  • single-family residences and auxiliary structures, 
  • farm buildings and auxiliary structures, 
  • certain small buildings under 4,000 square feet. Square footage is measured to the outside face of the exterior walls and the edge of horizontal projections,
  • buildings that are less than 20 feet in height. Height is measured from the top surface of the lowest occupiable floor to the highest interior overhead finish of the structure, 
  • and remodels that do not change: 
    • occupancy type, 
    • construction type, 
    • or structural components. 
Applicants and complainants are encouraged to review Oregon statutes and administrative rules for detailed project exemption requirements.

How to File a Complaint

Step 1 — Complete the Complaint Form

If you believe Oregon architecture laws or rules have been violated, complete the Complaint Form.

Step 2 — Provide Supporting Documentation

The complainant is responsible for providing:
  • supporting documentation, 
  • evidence, 
  • and detailed information regarding the alleged violation. 
Providing complete and specific information helps support the complaint review and investigation process.

Step 3 — Submit the Complaint

Submit the completed complaint form and supporting materials to OSBAE using the submission instructions provided within the form.

Anonymous Complaints
OSBAE accepts anonymous complaints.

However, anonymous complaints may be more difficult to investigate if:
  • insufficient evidence is provided, 
  • or additional clarification is needed during the investigation process. 
Individuals submitting anonymous complaints are encouraged to provide:
  • clear descriptions, 
  • supporting evidence, 
  • dates, 
  • locations, 
  • and other specific details related to the alleged violation(s). 

Important Information About Complaint Submission
Once OSBAE receives a complaint:
  • The complainant may not withdraw the complaint. 
The Board may continue reviewing or investigating complaints as required under Oregon law and Board procedures.
