Update on HB 3824 (2025): Changes to Physical Therapy Scope of Practice
HB 3824 (2025) makes several changes to what physical therapists are allowed to do under Oregon law.
The bill was signed by the Governor August 7th, and the bill itself becomes law 91 days after “Sine Die" (when the legislative session ended), which would be on September 26th, 2025.
However, most sections of the bill include an effective date of July 1, 2027. Until then, the current rules and statutes will remain in effect.
Starting in September, the bill allows the Board to take actions before the 2027 effective date, including creating new rules and policies that match the new law. However, none of these rules will take effect until the statute takes effect July 1, 2027.
Because of the scope of the changes in this bill, the Board anticipates a significant amount of administrative rulemaking over the next two years. The Board has not yet established the exact order or schedule for this work, but anticipates that there will be multiple rule advisory committees. Board staff will update the rulemaking calendar and announce on the website and to interested parties as soon as the schedule is developed. In general, while there will be planning and preparation work in the remainder of 2025, the Board does not anticipate active rulemaking to begin until 2026.
Please note pursuant to the Governor's signing letter, all sections other than Section 5 will be prioritized, and the Board will coordinate with the Oregon Medical Board to establish appropriate stakeholder listening sessions, workgroups, or rule advisory committees related to Section 5
so that there is
designated time and opportunity for all parties to fully participate.
