Board offers new opportunities for health engagement
 
 
Benefit Board decisions on the 2012 Health Engagement Model (HEM) program create new opportunities to participate in the program. The decisions came in February when a HEM labor-management committee, created through collective bargaining, brought forward a set of recommendations.
Current non-participants will have
  • A special opportunity to end their deduction sooner if they sign up May 7-18
  • The opportunity to sign up any time beginning July 1, with the deduction ending with their start date
If you sign up May 7-18 and complete your health assessment by May 31, your HEM deduction will end with July coverage. If you choose this option, you can sign up using the online benefit system (https://pebb.benefits.oregon.gov) or by submitting a form to PEBB by May 18. The form will be available May 7.
 
If you sign up July 1 or after, you will need to use a form and the HEM deduction will end with your participation start date. The start date depends on whether PEBB receives your form before or after the 15th of the month. For example:
  • If PEBB receives the form by July 15, it will be processed with that month’s payroll, giving you a start date of Aug. 1.
  • If PEBB receives the form after July 15, it will be processed with the next month’s payroll, giving you a start date of Sept. 1.

The form for this option will be available July 1, and your health assessment will be due 45 days from your start date.

The goal of the HEM program is to engage as many people as possible in improving their health, which can help to contain health care costs over time. Participants take a confidential, online health assessment and two e-lessons on health topics of their choice.

Most HEM changes start with July benefits
 
Most changes to the HEM program decided by the Board in February will go into effect beginning July 1.
 
Implementing the changes required that the program be restructured from a one-time sign-up period with an annual deduction amount to an ongoing sign-up process with monthly deduction amounts.
 
To accommodate changes in payroll, health-plan and benefit-management systems, new HEM deduction amounts begin with processing for July benefits.
These changes:
  • Allow employees to sign up to participate at any time during the year (see page 1)
  • Recognize that part-time workers should pay less if they choose not to participate, by reducing their deduction amount to $10 per individual
  • Reward individual participation by unlinking the deduction for couples if one member of a couple participates but the other doesn’t

Lower deductions for part-time employees

The deduction amount for part-time employees and a spouse or domestic partner will be $10 per individual.
 
Unlinking deductions for individuals in couples
 
Individuals signed up as couples who don’t complete HEM Step 1 (health assessment) or Step 2 (e-lessons) as scheduled will have a deduction per individual.
 
If one individual doesn’t complete a step, the deduction is $17.50; if both don’t complete a step, the deduction is $35.
 
For part-time employees, the amount is $10 per individual; if both individuals in a couple don’t complete a step, the amount is $20.
 
Congratulations HEM participants!

Congratulations to almost 60,000 HEM participants who completed their health assessment as scheduled by March 31. Completing Step 1 of the 2012 HEM program gives you more information on your health and steps you can take to improve it.

You’re now set to take two online health education lessons (e-lessons) by July 15. You’ll receive an email in late June to remind you to take this second step in the HEM program.

You may get a call on public health

You may be one of 2,000 PEBB members, along with thousands of other Oregonians, randomly selected for a public-health phone survey this spring.

This is isn’t a marketing call – it’s an important opportunity to understand Oregonians’ overall health status, including the PEBB population.

All participants are completely anonymous.

A trained survey caller asks participants to rate their overall health status along with questions on physical activity, eating habits and other health-related behaviors.

The survey is conducted every two years, and the updated research results support health policy in Oregon and around the country. They also help your Benefit Board in making informed decisions on plan designs and programs.

If you’re among those randomly selected to be in the survey pool, you’ll get an introductory email. If you receive a call, you’ll be able to schedule the 15-minute interview at the phone number and time you choose.

The survey firm uses randomly selected contacts only for this survey and then destroys the records. Results are reported as a group, and no person can be individually identified.

Q: Why can't PEBB confirm my health assessment?
 
A: It could breach privacy rules. The federal HIPAA privacy rule governs protected health information, which includes data you enter after secure log in to your plan’s website. Examples of protected health information are your health assessment and selection of e-lessons.
 
Only you (and those with whom you’ve shared your secure log in or provided specific permission) can access your protected health information.
 
PEBB staff members can access data in your benefit record to assist you with eligibility and enrollment for benefits. They can’t access your protected health information udner the HIPAA privacy rule.
 
Confirm that you’ve completed your HEM health assessment or e-lesson using your secure log in on your plan’s website. Click here for more on how to do this.
 
Where do you go for care at work?
 
Where’s the right place to go for care when you get sick at work?
 
The answer may be clear for work-related injuries and for life-threatening emergencies.
It’s not so clear for common ills like colds, allergies, low back pain and earache. Your PEBB plan offers options.
 
If you’re in the Kaiser or Providence Choice plan, you can turn to your medical home for advice. A member of your primary care team can refer you to the right care at the right time and place.
 
The Statewide and Providence Choice plans give PEBB members an “always on” nurse advice line. The toll-free number is on the back of your ID card. Trained medical professionals answer your call at any time to help you make decisions about where and when to seek care.
 
Providence is also working on an innovative alternative called Providence Health eXpress. It uses video technology to connect patients with providers to diagnose and prescribe medication to treat minor medical issues in the workplace.
 
Providence is planning to test a pilot of Health eXpress in the Capitol Mall area in Salem. Watch for details, coming soon.
