Welcome and Approval of Minutes (info/discussion/action: Bdattach.1)
Chair Hoffman opened the meeting and called for a motion to approve the minutes from the Board’s Sept. 15, 2009 minutes.
Action: Peter Callero moved to accept the minutes. Bret West seconded and the Board unanimously approved the motion.

Overview of Meeting and Updates
Joan Kapowich reviewed the agenda and updated the Board on general topics of interest.
Public Comment
The Board heard public comment from David O’Guinn, PEBB member, who spoke about his experience with this year’s mandatory medical open enrollment.
Operations Update (info/discussion: Bdattach.2)
Paul McKenna, Operations Subcommittee Chair, reviewed agenda items and issues that were addressed by the Operations Subcommittee at its Oct. 13, 2009 meeting.
Bariatric Surgery Update (info/discussion/action: Bdattach.3)
Margaret Smith-Isa provided the Board with PEBB’s annual bariatric surgery report, including data on member utilization.
Action: On staff recommendation, Diane Lovell moved to adopt incorporating this report into PEBB’s annual report that already includes PEBB-sponsored weight management program reports. Rocky King seconded the motion, which passed unanimously.
Quarterly Experience Report (info/discussion: Bdattach.4)
Wendy Edwards reviewed and discussed the Quarterly Experience Report from second quarter.
Oregon Health Authority Update (info/discussion: Bdattach.3)
Barney Speight, OHA, updated the Board on the formation of the Oregon Health Authority agency.
Annual Member Survey (info/discussion/action: Bdattach.5)
Margaret Smith-Isa provided an overview of the Annual Member Survey and planning for implementation in Nov. 2009.
Action: After Board discussion, Diane Lovell moved to include in the survey language soliciting open-ended feedback from members, with Bret West seconding. The motion was unanimously passed.
Open Enrollment Status Report (info/discussion)
Bobbie Barott and Ingrid Norberg updated the Board on the Open Enrollment process and member enrollment status.

2010 ASO Implementation Plan Update (info/discussion)
Jason Lincoln, Dan Stevens, Jack Costello and Jim Petersen, Providence, updated the Board on Providence’s implementation of the ASO for the statewide 2010 PPO medical plan.
Health Leadership Task Force Presentation (info/discussion)
Denise Honzel, Jack Friedman and Terry Olson, Providence, presented the recent work of this task force to the Board.
Annual Planning Meeting (info/discussion: Bdattach.6)
Joan Kapowich discussed the Board’s Nov. 2009 planning meeting for 2010. Because of other priority work underway, there will be not be a Nov. Board meeting. The 2010 planning meeting will be scheduled for the first part of 2010.
