Board to Address Policy Issues
During the March meeting, your Benefit Board plans to address three long-standing policy issues: opt out, premium tiers and the rural subsidy.
 
Each of these issues directly affects thousands of individual members. They indirectly affect all PEBB members because they impact the structure of the healthcare benefit.
 
Staff has prepared background documents on each topic, available through the links below.
  • Opt out. Members who have other employer-group coverage may opt out of PEBB medical in return for an amount of taxable income in their pay. The Board annually determines this amount.
  • Premium tiers. PEBB determines premiums according to four tiers of family coverage. Through these tiers, the “weight” of the premium for an employee alone is greater than the “weight” of the premium for an employee’s spouse or any number of an employee’s covered family members.
  • Rural subsidy. Members who live in rural areas may not have the same access to network providers as members who live in urban areas. The rural subsidy means providers for members in rural areas don’t have to join the network or accept the network rate when they provide services to these members.
