Do I have to enroll for 2011 benefits during Open Enrollment?
A
Yes; you must actively enroll for medical and dental coverage for 2011 during Open Enrollment, Oct. 1-31, 2010.

What is meant by “actively enroll”?
A
“Actively enroll” means to take an action that selects a different health plan or continues your current benefit choices in 2011. Your options for action are:
  • To continue in your current plans and to make no changes to your enrollment, select "Save and Continue" under the Core Benefits tab.
  • To cover dependents whom you have added to your record, select "Change" under the Core Benefits tab; select the plan from the drop-down menu; if the enrollment requires a change in coverage tier, select the new tier from the drop down menu; check to make sure there's a check mark next to the dependents names; and select "Save and Continue." Verify your dependents are covered by checking your benefit summary to make sure there’s a Y (for “yes”) under their name. If there is an N (for “no”), try again or call PEBB.

Do I have to choose different plans?
A
No, but to continue your current plan choice in 2011 you must actively select that option.

What happens if I don’t actively enroll during Open Enrollment?
A
If you don’t actively enroll in a medical and dental plan for 2011 during Open enrollment – either by choosing to continue current plans or selecting new plans – you will be automatically enrolled for employee-only coverage in the PEBB Statewide and ODS Traditional plans; individuals you cover now will lose coverage Jan. 1, 2011.

How do I enroll in 2011 plans during Open Enrollment?

Beginning Oct. 1, 2010, log in at https://pebb.benefits.oregon.gov/members, and follow the instructions and prompts. You can change your choices online as many times as you like until midnight, Oct. 31.

If I currently opt out, do I have to actively enroll for 2011?
A
Yes; opt out is a choice of medical plan in the PEBB benefit program. If you want to opt out for 2011, you must actively enroll for that selection. See additional questions and answers about opt out in 2011 by clicking here.
Q If I currently decline benefits, do I have to actively enroll for 2011?
AYes. Declincing benefits is a choice of enrollment. Your Benefit Board made changes that give you new benefit choices beginning 2011. All employees who are eligible for PEBB benefits must go through the enrollment process so they know their choices and select the benefits that are right for them and their families, including the choice of declining benefits.

Can I enroll using a form instead of online?
A
While you can use a paper form to enroll during Open Enrollment, enrolling online gives you assurance that your information and choices are correct. It puts you in control of your enrollment.

Why does the Benefit Board require active enrollment in the health plans?
A
The Board made changes to the plans for 2011. Requiring active enrollment ensures that employee benefit elections are in line with these changes. See a list of the changes by clicking here.

Where can I get a form if I want to use a form to enroll?
A
Beginning October 1, PEBB will post Open Enrollment forms for the 2011 benefit program online at www.oregon.gov/DAS/PEBB/forms.shtml. If you don’t have access to the Internet, ask your agency to print a form for you. Your agency must receive your completed form by Oct. 31, 2010.
QWill I have to pay premium for health coverage in 2011?
ACurrent collective bargaining agreements continue. They have the employer's monthly benefit amount sufficient to cover health care premiums for full-time employees and maintain previous out-of-pocket premium costs for part-time employees.
