Least Cost Planning
What is Least Cost Planning?
Least cost planning was defined by the 2009 Oregon Legislature in the Jobs and Transportation Act (House Bill 2001):
 
“Least-cost planning means a process of comparing direct and indirect costs of demand and supply options to meet transportation goals, policies or both, where the intent of the process is to identify the most cost-effective mix of options. ”
 
ODOT is now working with stakeholders to develop a least cost planning methodology that will meet the definition above.  ODOT expects LCP to enable a more comprehensive evaluation of possible solutions and improve consistency, transparency, and accountability for decisions made with LCP.

STIP Stakeholder Committee
The STIP Stakeholder Committee is serving as the LCP development project steering committee.  See the STIP Stakeholder Committee LCP meeting materials.
 

LCP Indicator Development Teams
IDTs are comprised of technical experts who have specific knowledge of each indicator subject area, or LCP category (see the LCP Stage 1 Categories and Indicators above). One IDT has been formed for each category.  The role of each IDT is to develop the set of specific indicators (measures) for their category, including a prioritized list of specific indicators and estimation methods and documentation for each specific indicator.  These teams are assisting the project by working out the details of the LCP methodology in each subject area.  
 
Two primary presentations were given to the IDT members at their November 7th, 2011 kickoff meeting.  First was an overview of the LCP project so far.  Second was a presentation about the roles of the IDTs.
