Draft 2025 Highway Design Manual

The DRAFT 2025 Highway Design Manual is now available for review and comment. The draft document contains only those sections that were revised for the 2025 version. 


The comment period is open through July 12th. When submitting comments, please use the Comment Log. Instructions for submitting comments are included in the comment log document.

Highway Design Manual 2024

The Highway Design Manual provides guidance for the design of:

  • New construction and major reconstruction (4R).
  • Resurfacing, restoration and rehabilitation (3R).
  • Resurfacing (1R) projects.

Use the 2024 Highway Design Manual on all projects with the Plans, Specifications and Estimates (PS&E) milestone on and after March 1, 2024. 

Projects that reach the PS&E milestone before March 1, 2024 may use the 2023 or 2024 Highway Design Manual. The 2023 version of the Highway Design Manual is available under the "Past Editions" heading below. 

Hard copies are not available for purchase.

The HDM Revision Summary identifies the revisions to the Highway Design Manual.
