New Applications
New applications are being assigned from the Request for Assignment submission date of 7/26/2023.​​

OLCC is currently reaching out to new applicants with a Request for Assignment to inquire about their readiness to complete the licensing process. Our rules require that applicants complete the licensing process within 60 days of being assigned to a license investigator, so we are proactively focusing our resources to identify and investigate applications that can meet that timeline. Applicants who are not ready when we contact them are given the opportunity to estimate a date when they will be ready to complete the licensing process to help us plan for future workloads. 

If you submitted an application on or before June 15, 2018 and have not received a Request for Assignment, please use the Application Status Request form to inquire about your application.

Apply for a New Recreational Marijuana License

Applicants may not apply for a new Producer, Wholesaler, Retailer, or Processor license until March 31, 2024.

You may apply for a new recreational marijuana license by navigating to the Recreational Marijuana Licensing System and clicking on the “Register for a Business Account” button. Click here for a direct link to create a new business account. Once you have created an account, you can log in to submit license applications. You may use this to apply for a new laboratory license or a research certificate. You may also use it to complete a change of ownership for any license type.


Renew My License

Renewals are accessed on your license dashboard by logging into the Recreational Marijuana Licensing System with your business account. You will see a green renewal tab 90 days before your license expires.

If you would like to make a payment by personal or business check (non-guaranteed funds), a 21-day hold will be placed on it before OLCC can apply these funds to your renewal application. If your license expires within that 21-day hold and you have marijuana on site, your license will not be in compliance. You have the option of making a payment using guaranteed funds with cash, money order or cashier's check.

Cash appointments can be scheduled Monday – Thursday.  Appointments will not be scheduled for Fridays. Contact Marijuana.FinancialServices@oregon.gov or call 503-872-5466 for appointment scheduling and inquiries.

Renew My Marijuana Worker Permit

Worker Permit Renewals are accessed on your dashboard by logging into the Recreational Marijuana Licensing System with your worker permit account.  A green ‘Renewal’ tab will appear 90 days before your permit expires.

Once you have logged into your account and have selected the ‘Renewal’ tab, you will be prompted to upload your test certificate.  THERE IS NO NEED TO RETAKE YOUR TEST.  If you no longer have access to your certificate, please email Marijuana.Workerpermit@oregon.gov and request a copy of your original certificate.  You will also need to upload a valid government issued picture ID.  Once you have submitted your renewal, your application will be placed in the renewal queue and will be assigned in the order it was received. 

Upon approval, you will be notified via email and the renewal fee will be able to be paid.  The OLCC will not send you a worker permit.  Once you have paid the renewal fee, you will be able to print out a copy of your renewed permit after the date of your previous permit’s expiration.






An applicant or licensee may give a representative authorization to make changes to the license or application on behalf of the licensee or applicant, or to receive information about a license or application. Submit the License Representative Authorization form to document that authorization.

This form must be signed by someone who is a licensee or an applicant for the license. If this form is sent to OLCC via email, it must come from an email address that is already associated with the license or application.

To change the location of your licensed premises, you must submit a Change in Location of Marijuana Premises form and pay a $1,000 fee.  

To submit your payment by mail, send a copy of the Change in Location of Marijuana Premises form and a check or money order in the amount of $1,000 to the address below. To avoid the return of your check or money order, it must be made payable to “O.L.C.C.” O.L.C.C. ATTN: Marijuana Finance 9079 SE McLoughlin Blvd. Portland, OR 97222.

If your business is proposing to add or replace a “licensee of record” (a person or entity whose name appears on the license certificate), or to add new natural persons who will own 51% or more of the business, you must submit a Change of Ownership form. The Change of Ownership form must be submitted by the current licensee or an authorized representative of the current licensee, from an email address associated with the current licensee’s account. This type of change requires prior approval from OLCC before the change can be implemented. The buyer must submit a new license application in the Recreational Marijuana Licensing System (a “change of ownership” application). The buyer cannot operate the business until the new license has been issued. 

If your business is proposing to change the ownership and location of a business, you must submit both a Change of Ownership form and a Change in Location of Marijuana Premises form. A change of ownership is needed to add or replace a “licensee of record” (a person or entity whose name appears on the license certificate), or to add new natural persons who will own 51% or more of the business. 

The Change of Ownership form must be submitted by the current licensee or an authorized representative of the current licensee, from an email address associated with the current licensee’s account. It is best if the Change of Ownership and Change in Location forms are submitted together by the current licensee. The change of location fee is $1,000.

To submit your payment by mail, send a copy of the Change in Location of Marijuana Premises form and a check or money order in the amount of $1,000 to the address below. To change the endorsements on a processor license, submit a Change to Processor Endorsements form.

If you are adding a concentrate, extract, topical, or edible endorsement, you must have a Land Use Compatibility Statement (LUCS) signed by your local governing body that lists the endorsement(s) that you are seeking listed in the “Details of Proposed Use” field. If you are only adding an industrial hemp endorsement, a new LUCS is not required.

To request a change to your Production Tier (Micro Tier I, Micro Tier II, Tier I, or Tier II) or Producer Type (Indoor, Outdoor, or Mixed), submit a Change in Producer Tier, Type, or Canopy Designations form.

To request an alteration to your licensed premises, use the Alterations to a Licensed Premises form. Use this form if you are making physical changes that require the installation of additional video surveillance cameras, or a change in the security system, or sealing off, creating or relocating common entryways, doorways, passages or other such means of public ingress or egress, when such common entryway, doorway or passage alters or changes limited access areas. This may include areas where cultivation, harvesting, processing, or the sale of marijuana items occur within the licensed premises.

If your business is proposing to remove people who qualify as “licensees” or add people who will qualify as “applicants” and these changes do not rise to the level of a “change of ownership,” please submit a Change of Business Structure Notification form. This type of change requires the licensee to notify OLCC, but it does not require prior approval from OLCC before implementing the change. If OLCC discovers a denial basis related to a person you have added, you can choose to remove that person from the business or OLCC can propose license revocation or restrictions. This form may also be used to change the name of a legal entity when the Secretary of State number remains the same.

To update the main contact email for a license or Record ID, follow the instructions on the Marijuana License Dashboard Transfer Instructions form. The steps include registering for a new account using your preferred email address and sending to the updated information to olcc.marijuanaassignments@oregon.gov to perform the transfer.

Use the Marijuana License Notification Form to change the contact information on a license, permanently change your business hours, or to change the trade name of the premises. 

This form is also used to notify OLCC of an arrest or conviction of an applicant or licensee, of theft of marijuana items or money from a licensed premises, of a temporary or permanent closure of the business, or of a disciplinary proceeding or action by a government entity other than OLCC.
