Overview
The Oregon Department of Corrections (DOC) Health Services provides legally mandated medical, dental, behavioral and mental health, and pharmacy services to adults in custody (AICs). To deliver care effectively and efficiently, DOC uses a managed care model similar to coordinated care systems.
Services emphasize:
- On-site primary care with early intervention and prevention
- Coordinated care and disease management
- Controlled access to specialists and procedures
- Restricted pharmacy medication formulary
- Controlled utilization
- Utilization and claims review
Medical Services
Adults in custody experience medical conditions similar to those in the general community, including acute illnesses, injuries, and chronic diseases. DOC Health Services provides ongoing treatment, preventive care, and end-of-life care.
Nursing staff complete more than 1,000 patient care contacts daily statewide, while physicians, nurse practitioners, and physician assistants provide over 250 on-site primary care appointments each day.
Pharmacy and Medical Stores supply medications, medical equipment, and supplies. These services are licensed and regulated by the
Oregon Board of Pharmacy
and the
Federal Drug Enforcement Administration

Mental and Behavioral Health Services
DOC provides multiple levels of mental and behavioral health treatment through individualized case management. Services are targeted to adults in custody with severe or persistent mental illness.
All AICs are screened at intake and evaluated throughout incarceration as needed. Crisis services are available to individuals experiencing acute mental health needs.
Dental Services
DOC operates dental clinics in 12 institutions staffed by licensed dentists and trained dental assistants. Adults in custody at facilities without dental clinics are transported to nearby institutions for care.
All DOC dental facilities are accredited by the National Commission on Correctional Health Care.
