
Established by the Oregon Constitution in 1859, the State Land Board oversees the
Common School Fund, which sends millions of dollars every year to Oregon’s K-12 public schools. The Land Board has been composed of the Governor, Secretary of State, and State Treasurer throughout its history:
The Land Board oversees the Oregon Department of State Lands and meets regularly to make decisions regarding school lands and Oregon-owned waterways, and to provide direction on Department operations.
Land Board Meetings
The Land Board meets the second Tuesday of February, June, and October. Additional meetings are held as needed in April, August, and December. During the meetings, the Land Board considers actions related to the lands and waters under its jurisdiction, such as property authorizations, transactions, and management of the Common School Fund.
Meetings begin at 10 a.m. and are held in Salem at the DSL office, unless otherwise noted. Changes to meeting dates or times are listed here. Meeting agendas and materials are posted one week prior to the meeting date.
The State Land Board places great value on hearing directly from community members. Testimony may be spoken during Land Board meetings (online or in-person) and/or submitted in writing for consent and action agenda items. See our

Written Testimony
Written testimony may be submitted to
landboard.testimony@dsl.oregon.gov. Testimony received by 10 a.m. on the day before the meeting will be provided to the Land Board in advance and posted on the meeting website.
Spoken Testimony
Advanced signup is required for the public to provide spoken testimony (in-person or by Zoom video/phone) at Land Board meetings. Signup links are available one week prior to each meeting and close at 10:00 am on the day before each meeting.

The State Land Board will consider appointing Kaitlin Lovell of Colton, Ore. as the Oregon Department of State Lands director during a special 30-minute virtual meeting from 10:00 - 10:30 a.m.
In June 2025 the Land Board met virtually in three executive sessions to consider employment of the Department of State Lands Director, as authorized by ORS 192.660(2)(a). The Land Board met on the following dates:
Agenda items the Land Board will consider include:
- Adopt into administrative rule, by reference, the Forest Management Plan for the Elliott State Research Forest.
At its October 2024 meeting, the Land Board approved the 2024 Forest Management Plan. The adoption of the plan into Oregon Administrative Rules further codifies it and advances public accountability on the research forest.
The Land Board will also hear an update on bills the Department is tracking in the 2025 legislative session, an annual report from the Oregon Department of Forestry on Common School Fund Forest Lands, and an annual report from the Oregon Ocean Science Trust.
This is a 30-minute special meeting of the Land Board to consider the proposed recruitment framework for the Department of State Lands Director and delegate authority for the recruitment process.
