The Transfer Council focuses on improving transfer and articulation to better serve Oregon students. In addition to the public meetings of the Transfer Council, the HECC convenes numerous subcommittees that advise on transfer initiatives. Transfer Council subcommittees work on the following transfer initiatives.
Development of new Major Transfer Maps (MTMs): new major-specific agreements that prepare students for transfer into one of Oregon’s public universities in a particular major. Information on MTM work, including approved MTMs, can be found on the

Development of Common Course Numbering (CCN): alignment of commonly taken lower-division courses across the public institutions in order to help students receive transfer credit for these courses. Information on CCN work, including courses approved for CCN, can be found on the

The Transfer Council convenes numerous curricular subcommittees focused on development of recommendations for Major Transfer Maps. With legislation passed in 2025 (House Bill 3026), the meetings of the subcommittees listed below are exempt from public meeting law requirements. However, the HECC continues to make meeting information and viewing access available for partners who wish to stay informed on the work.
