Equitable Engagement Toolkit

Equitable Engagement Toolkit (3).png

The Oregon Community Explorer consists of two tools pulling from the same underlying demographic data: a dashboard for exploring and filtering data, and a web map for map making and printing.

For decades, Oregon cities and counties have led the way on community engagement, even with limited resources.

Today’s best community engagement practices focus on new challenges, changing populations and technology, and reaching people who are often left out.

The Department of Land Conservation and Development (DLCD) created an Equitable Engagement Toolkit to help local governments to better include everyone in the land use planning process, especially underserved and underrepresented communities. Communities of any size can adapt the toolkit. Use it to meet state engagement rules and reach your community goals . Our toolkit can also help communities address regulatory requirements from DLCD for the Housing Production Strategy and Climate-Friendly and Equitable Communities Programs.

Our toolkit is for more than just local governments; consultants and community-based organizations can use it as well — the toolkit offers worksheets, checklists, external resources, in-depth explanations about community engagement practices and much more.

Equitable Engagement Toolkit Highlights:

  • Fast-Track Engagement resources for shorter-term projects with smaller budgets.
  • Full Engagement Framework for in-depth community engagement efforts.
  • Robust data sources.
  • Community Explorer interactive map, to reveal patterns of demographic, economic, and social characteristics of communities. Investigating these patterns can support engagement planning.
