2024 Metro Urban Growth Boundary

Introduction

On December 5, 2024, the Metro Council adopted Ordinance 24-1520, which is an amendment to the Metro regional UGB that adds approximately 1,291 acres of land to the UGB adjacent to the City of Sherwood. Metro notified the department and submitted its decision on the urban growth boundary amendment on December 19, 2024. Pursuant to OAR 660-025-0140, within 21 days of the notice, DLCD received ten separate objections to the subject UGB expansion submittal. The director of DLCD has “not later than 120 days of the date the department received the task submittal from the local government” to make a decision (OAR 660-025-0150(1) and (3)). The director may approve the submittal, remand it, or refer the matter to the Land Conservation and Development Commission, pursuant to OAR 660-025-0140(1).

Director's Decision Approving the Metro UGB Expansion Submission

The Director issued a decision approving Metro’s approval on April 18, 2025. If a party appeals the director’s decision, the Land Conservation and Development Commission will consider the matter at an upcoming meeting.
