The Blueprint Project will make case management work better for people in Oregon with intellectual and developmental disabilities.
Project goals
Led by the
ODDS Strategic Plan, the project will create a case management system that:
- Is easy to use.
- Supports every person to make their own choices.
- Centers on people's unique needs and goals.
- Helps all people understand the services they need.
- Ensures all people can get services they need.
- Includes all people no matter:
- Where they live.
- What language they speak.
- How they communicate.

History
The report is based on years of research and public feedback.
ODDS contracted Health Management Associates for the initial research. They surveyed about 1,000 partners, self-advocates and other participants in Oregon's I/DD system.
The Case Management Blueprint Group used this research to draft an initial report. This group includes people with I/DD and their family members, case management professionals, advocates and provides.
ODDS gathered feedback on the initial report. ODDS held a public survey. Community and advocacy groups held listening sessions. The Blueprint Group used this feedback to write the final report in 2022.
