I/DD Employment Services: Provider Resources

Become a provider

Employment services are provided by agencies or independent providers.

Providers help people:

  • Get the skills they need to start working
  • Find out what jobs they may enjoy
  • Search and apply for jobs
  • Learn how to adjust to a new job
  • Transport people to and from their job
  • Provide attendant care at work

Provider types and enrollment process

​An Employment Provider Agency is an organization approved by either the Office of Developmental Disabilities Services (ODDS) or Vocational Rehabilitation (VR) to deliver employment services for people with I/DD.

ODDS employment service agencies are paid through ODDS and Medicaid-funded Home and Community-Based Services.

VR employment service agencies are paid through Oregon VR and Rehabilitation Services Administration.

Provider agencies are encouraged to enroll through both ODDS and VR.

A Personal Support Worker (PSW) Job Coach is someone who helps a person with I/DD in the workplace. Their role is to support the person with I/DD to work as independently as possible.

PSWs are paid through ODDS and Medicaid-funded Home and Community-Based Services.

​​Oregon’s E​mployment First policy requires state agencies to work together​ to improve community job outcom​es for people with I/DD.


Employment Professionals must complete 12 department-approved continuing education credits annually. ​​Access training and technical support.​
