About the project

We are working on a project to help reduce fatal and serious injury crashes and improve safety at four intersections along OR 99W. The planned improvements will help make it easier to see vehicles entering the highway from connecting intersections. 

The area has a history of crashes, with the OR 18 and NE McDougall Road intersection, number 3 on the map, listed in the top 5% Safety Priority Index System (SPIS) based on 2023 data. There are two more top 10% SPIS sites within this project area, one at the Stoller Road intersection, number 2 on the map, and another between intersections numbers 3 and 4 on the map. There were seven fatal crashes between 2019 and 2023, and two more since December 2023.

We are focusing on traffic solutions to reduce crashes that include turning lanes, realigning intersections and access roads and installing a roundabout.

Our safety funding is used for all highways in Oregon. We use a tool called the Safety Priority Index System (SPIS) to help us prioritize locations for safety improvements. This system flags high-crash locations in the state for potential safety program projects. 

The SPIS scores every 0.1-mile segment of our state highways and local roads based on traffic volume and the number and severity of crashes. Every year the traffic team reviews the top 10% of these state highway sites to find what safety improvements can be done with the funding available. The amount of funding we have available only covers about the top 5% of the SPIS sites.

​The plan is to permanen​​tly close access to OR 99W at this location. Depending on the direction they are going, drivers will use the improv​​ed OR 99W and NE Stroller Road intersection to access OR 99W or NE McDougall Road.​

We're widening the road to add turn lanes at this intersection – a left-turn lane on OR 99W onto NE Stoller Road/SE Kreder Road and a right-turn lane on NE Stoller Road.​

We're widening the road, closing and access to OR 99W and reconfiguring the intersection by installing a roundabout. This will improve traffic flow and make the area safer. ​​

We're widen​ing the road and adding or extending the existing turn lanes. We'll also close access to OR 99W from the existing McDougall Road and create a new intersection to make it easier for drivers to see oncoming traffic.​
