What can't go into the STIP?

While ODOT can address many system needs with STIP funding, there are several components of our work that we cannot fund with these federal STIP dollars.

We cannot use STIP funding to cover costs associated with:

  • Maintaining and operating state highways.
  • City and county allocations of the State Highway Fund.
  • Other ODOT operations, such as DMV services and administrative functions like IT or human resources.
  • State-funded grant programs like the Statewide Transportation Improvement Fund for transit or Connect Oregon.
