TriMet plans to construct a bus rapid transit (BRT) system on OR 8 (Tualatin Valley Highway), making investments on an ODOT facility in need of repairs, safety and operational improvements along a 16-mile section.

TriMet is looking for help reducing the cost of the BRT project to ensure its viability. ODOT funding could be used for the highway components of the BRT project to improve sidewalks, safe crossings, signal upgrades, paving and intersection reconfigurations and that would lower the overall BRT project cost.

TriMet has entered the project development phase and is working to define project components, costs and funding sources.

ODOT and local partners completed a road safety audit in 2020 between SW 17th Ave (MP 12.69, Hillsboro) and S 26th Ave (MP 15.72, Cornelius). A range of improvements were proposed and ODOT Region 1 has initiated and/or completed many of the immediate improvements and compiled estimates for future work. 

ODOT is supporting TriMet's high capacity transit project by rebuilding a signal on OR 8 that is also a top priority for ODOT's Traffic Engineering Section.

We expect this will improve the chances of TriMet successfully delivering the bus rapid transit project which in turn will provide operational and safety upgrades to OR 8, maximize federal funding in the region and leverage investments along the facility.

The corridor improvements anticipated with the BRT project on OR 8 address Metro's Regional Transportation Plan goals of Mobility Options, Safe System, Equitable Transportation and Climate Action/Resilience.

Additional future funding would enable ODOT to further improve operations, safety and asset conditions for all users on OR 8 and advance multiple Oregon Transportation Plan goals by making it safer for active transportation and transit users in a corridor with multiple underserved populations. TriMet is targeting 2030 to complete this transit project. Committed investments in the 2031-36 timeframe can complement this effort and continue safety and mobility investments on OR 8.

Note: ODOT may evaluate whether to include paving work in future safety projects. This segment currently has a poor pavement condition rating.
