Plan Development

The Capital Investment Plan helps ODOT make investment decisions within the reality of limited transportation funding. The process starts by understanding how much funding we reasonably expect to have, then identifying and evaluating potential investments against statewide priorities and system needs. 

Development Process

We estimate the state and federal funding we expect to receive during the 10-year period covered by each CIP.

Transportation needs significantly exceed those resources. Understanding how much funding may be available establishes a realistic range for the investments ODOT can consider advancing.

Transportation funding also comes from a variety of state and federal sources, many of which can only be used for specific types of projects. That means the total amount of transportation funding available is not one pool of money that can be spent on any project.

ODOT evaluated 126 candidate projects requesting $4.27 billion, compared with an estimated $1.87 billion in anticipated funding. 

Funding categories for the CIP include: ​​​

  • Pavement: To preserve existing pavement.
  • Bridge: To rehabilitate or replace existing bridges.
  • Culverts: To rehabilitate or replace existing culverts. 
  • Discretionary: To prioritize multiple goals and highest system needs outside of the other funding categories. 

​​Candidate project ideas come from asset and system data, as well as plans and studies. Candidate projects are submitted from three primary groups:
  • Area Commissions on Transportation.
  • ODOT Regions.
  • ODOT Asset Managers (Pavement, Bridge and Culverts).

Each candidate project is screened using a consistent prioritization framework and scored based on how well it advances the goals established by the Oregon Transportation Commisssion which include:
  • Safety.
  • Stewardship and State of Good Repair.
  • Mobility and Accessibility.
  • Sustainability and Climate.
  • Equity.
High level cost ranges were created for each candidate project, considering elements such as inflation, risk, and project scope. 

Once candidate projects are scored and high-level costs are developed, a selection committee reviews the results to develop a draft portfolio within forecasted funding, requirements and restrictions.

The committee includes ODOT transportation professionals and representatives from local and regional transportation organizations, bringing different areas of expertise and perspectives to the statewide review.

In developing the draft list, the committee considers:
  • Project descriptions and scores.
  • Project costs and available funding.
  • Performance measures.
  • Movement of people and freight.
  • Rural and urban needs.
The result is a draft portfolio of projects that best balances Oregon’s highest transportation priorities, statewide needs and the available funding.

ODOT provides opportunity for public review and feedback. Input received will help inform any potential revisions needed - as well as future CIP cycles – before the plan goes to the Oregon Transportation Commission for review and adoption. We want to know whether the draft portfolio reflects the transportation priorities and needs that matter to communities across Oregon.

ODOT is hosting this online open house as an accessible format to collect feedback. The public comment period will remain open from September 16 - November 2. ​

 We will create a preliminary sequence for investments based on how ready each project is, its level of risk and urgency, and the funding available. As projects become ready and eligible funding becomes available, the CIP will help guide which projects move into future STIP cycles for funding and delivery.
