Construction Impacts
What to Expect During Construction
- Daytime and nighttime work with lane closures between Foster and Thompson.
- One traffic lane will remain open in each direction on SE 82nd Avenue.
- Side streets will temporarily close at their intersections and detours will be in place.
- Flaggers will direct traffic through intersections.
- Temporary intersection closures during construction activities with detours in place.
- Temporary pedestrian accessible detour routes for people walking, biking and rolling during construction.
- Daytime and nighttime work within the project limits on 82nd Avenue between Foster to Thompson while crews continue construction for the new ADA curb ramps, new enhanced pedestrian crossings (RRFBs), underground drainage work, pipe and electrical work.*
What Did We Complete in 2024?
Repaved approximately one mile of 82nd Avenue between SE Foster and SE Ogden with new and improved pavement for a smoother, more durable driving surface. The road is temporarily striped until permanent striping is placed in 2025.

Constructed over 50,000 square feet of new concrete sidewalks and driveways for safer and ADA-accessible routes for pedestrians.

Built four new enhanced pedestrian crossings (Rectangular Rapid Flashing Beacons (RRFBs)) with new pedestrian islands to improve safety and visibility for pedestrians.

Upgraded 149 new sidewalk curb ramps to meet Americans with Disabilities Act (ADA) standards to improve safety and accessibility for all sidewalk users.

Constructed 109 new manholes, street drains, and/or sumps, and over 3,200 linear feet of new stormwater pipe to improve drainage and extend the life of the underground infrastructure.
What's Happening in 2025?- Energizing and turning on the lights for the newly built signalized pedestrian crossings (RRFBs).
- Bridge work at Johnson Creek Bridge.
- Paving the remaining project limits on SE 82nd Avenue from SE Ogden Road to the southern project limits.
- Placing permanent striping on the new pavement within the projectd limits on 82nd Avenue from Foster to Thompson.
During construction, people who live or work near the project work areas may hear periodic construction noise from heavy equipment, construction trucks, and tools such as concrete saws, drills, jackhammers and pavement grinders.
* Night Work
To reduce traffic impacts during the day on SE 82nd Ave., some construction work will occur at night. Nighttime construction noise will take place periodically from 6 p.m. to 7 a.m.

A critical north-south connection and one of Portland’s high-crash corridors, 82nd Avenue is in urgent need of significant investment to improve safety and address maintenance issues. Tips for Traveling Safely in Work Zones
Orange is your cue! Pay attention when you see orange signs, barrels, cones and barricades.
Obey all speed signs for your safety and the safety of others.
Expect delays—plan for them—and leave early so you can drive safely through the work zone.
Allow extra time when traveling and follow all signs and flaggers for safety.
