SE 82nd Avenue (OR 213) paving and safety improvements from Foster Road to Thompson Road

Region 1: Portland metro and Hood River County (Clackamas, Multnomah)


​​​​​​​​​​​​​​​​​​​​​​​​​​We are making safety improvements on SE 82nd Avenue south of SE Foster Road to SE Thompson Road. We're installing four new enhanced pedestrian crossings (Rectangular Rapid Flashing Beacons), upgrading sidewalk curb ramps to meet Americans with Disabilities Act (ADA) requirements and building new sidewalks in select locations. We will also repave SE 82nd Avenue in both directions between SE Foster Road and SE Lindy Street.

Construction Impacts

​What to Expect During Construction
  • Daytime and nighttime work with lane closures between Foster and Thompson.
  • One traffic lane will remain open in each direction on SE 82nd Avenue.
  • Side streets will temporarily close at their intersections and detours will be in place.
  • Flaggers will direct traffic through intersections.
  • Temporary intersection closures during construction activities with detours in place.​
  • Temporary pedestrian accessible detour routes for people walking, biking and rolling during construction.​​
  • Expect daytime and nighttime work within the project limits on 82nd Avenue between Foster to Thompson while crews continue construction for the new ADA curb ramps, new enhanced pedestrian crossings (RRFBs), underground drainage work, pipe and electrical work.*
What Did We Complete in 2024?  

Repaved approximately one mile of 82nd Avenue between SE Foster and SE Ogden with new and improved pavement for a smoother, more durable driving surface. Note: temporary striping remains on the road until permanent striping is placed in 2025.

Constructed over 50,000 square feet of new concrete sidewalks and driveways for safer and ADA-accessible r​outes for pedestrians.

Built four new enhanced pedestrian crossings (Rectangular Rapid Flashing Beacons (RRFBs)​) with new pedestrian islands to improve safety and visibility for pedestrians.

Upgraded 149 new sidewalk curb ramps to meet Americans with Disabilities Act (ADA) standards to improve safety and accessibility for all sidewalk users.

​We also constructed 109 new manholes, street drains, and/or sumps, and over 3,200 linear feet of new stormwater pipe to improve drainage and infrastructure longevity.

What's Happening in 2025?
  • Energizing and turning on the lights for the newly built signalized pedestrian crossings (RRFBs).
  • Bridge work at Johnson Creek Bridge. 
  • Paving the remaining project limits on SE 82nd Avenue from SE Ogden Road to the southern project limits. 
  • Placing permanent striping on the new pavement within the projectd limits on 82nd Avenue from Foster to Thompson.

​During construction, people who live or work near the project work areas may hear periodic construction noise from heavy equipment, construction trucks, and tools such as concrete saws, drills, jackhammers and pavement grinders.

* Night Work
​To reduce traffic impacts during the day on SE 82nd Ave., some construction work will occur at night. Nighttime construction noise will take place periodically from 6 p.m. to 7 a.m.

City of Portland Bureau of Transportation (PBOT) – Building a Better 82nd

A critical north-south connection and one of Portland’s high-crash corridors, 82nd Avenue is in urgent need of significant investment to improve safety and address maintenance issues. As of June 2022, the state transferred ownership of 82nd Avenue to the Portland Bureau of Transportation (PBOT). ​For more information please visit the project website​​.​

The Central ARTS program improves safety at intersections and streets in the central Portland metro area, including a section 82nd Avenue south of Foster Road. ​For more information please visit the project website​​​. ​

TriMet's 82nd Avenue Transit Project

TriMet is convening a Community Advisory Committee to help guide the 82nd Avenue Transit Project to include diverse perspectives from residents, community organizations, business and property owners and more. Visit trimet.org/82nd to learn how you can apply to serve on the Community Advisory Committee. Applications will be accepted through Monday, January 27, 2025.

Tips for Traveling Safely in Work Zones​

  • Orange is your cue! Pay attention when you see orange signs, barrels, cones and barricades.

  • Obey all speed signs for your safety and the safety of others.

  • Expect delays—plan for them—and leave early so you can drive safely through the work zone.

  • Allow extra time when traveling and follow all signs and flaggers for safety.​​

Schedule

Construction started in fall 2023 and continues through summer 2025. The project schedule is subject to change due to weather or unforeseen site conditions. ​

About

​In addition to 1.65 miles of paving, safety improvements along the project corridor include:

  • ​New enhanced pedestrian crossings, also known as Rectangular Rapid Flashing Beacons (RRFBs), at four intersections of SE 82nd Avenue at SE Cooper Street, SE Clatsop Street, SE Glencoe Road and parallel to SE Thompson Road (just south of SE Monroe Street/Boyer Drive).

  • New sidewalks roughly between SE Clatsop Street and SE Cornwell Street on both the east and west sides of the highway.

  • Accessible curb ramps (158 total) at intersections in the project area to meet Americans with Disabilities Act standards.​​​

  • Repaving SE 82nd Avenue in both directions between SE Foster Road and SE Lindy Street.​
