OR 141: SW Fanno Creek Trail and SW Omara Street pedestrian improvements

​​​​​​​​​​​​​​​​​​​​​​​​​​​​​We are improving safety for people walking, biking or rolling by installing two new pedestrian-activated crossings, known as Rectangular Rapid Flashing Beacons, or RRFBs, on Hall Boulevard (Oregon Hwy 141) at Fanno Creek Trail and SW Omara Street.​​

Traffic Impact

Traffic Impacts expected when construction begins in 2026:

Expect temporary daytime and nighttime single lane closures, temporary side street closures, occasional flagging, short-term temporary sidewalk and crosswalk closures, with signed, temporary pedestrian alternate detour routes around the work zone.

Bicyclists will see Bikes on Roadway signs and will continue to use city streets during construction.

About

​We are working on a project to enhance safety on Hall Boulevard (Oregon Hwy 141) at SW Fanno Creek Trail and SW Omara St. 

This project will install two new enhanced pedestrian crossings, also known as Rectangular Rapid Flashing Beacons (RRFB's), across SW Hall Boulevard at the intersections of SW Fanno Creek Trail and SW Omara St. in the City of Tigard. 

Improvements include:
  • Upgrading the current crosswalk on SW Hall Boulevard at Fanno Creek Trail with a new pedestrian activated beacon, also known as a Rectangular Rapid Flashing Beacon, on the existing mastarm. 
  • Installing a ground-mounted RRFB at SW Omara Street on the north side of the intersection, with a new median island.
  • Additional improvements at both of the new crossing locations includes constructing six new, upgraded sidewalk curb ramps to meet ADA requirements, new lighting, signs, striping and closing existing pedestrian crossing on the south crossing of Hall and SW Omara St.   
About Rectangular Rapid Flashing Beacons

Rectangular Rapid Flashing Beacons​, known as pedestrian activated beacons or RRFBs, use flashing yellow lights to alert drivers that someone is crossing the street. Pedestrians activate the flashing beacons with the press of a button. When not in use, the flashing beacons are dark. 

We install RRFBs at specific crossings with high pedestrian and vehicle traffic because they can reduce crashes by as much as 47 percent, according to the Federal Highway Administration. RRFBs are a critical part of our efforts to maintain a modern and safe transportation system.

Additional ODOT and partner agency project investments continue along and near Hall Boulevard. 

Hall Boulevard Paving
We completed a project in summer 2025 and paved over one mile of of Hall Boulevard in three separate sections between Metzger Park and Durham Road. New pavement on these sections of Hall Boulevard improves the overall quality of the road, including smoother pavement, more visible striping and a safer environment for all users. This work is funded with savings from other recent projects on Hall Boulevard. For more information visit the project website.

OR 141 (SW Hall Boulevard) ADA Ramp Improvement Project: SW Scholls Ferry Road to SW Locust Street 
We completed a project in fall 2023 to upgrade 67 sidewalk curb ramps at approximately 12 existing intersections along Oregon 141 (SW Hall Boulevard) between SW Scholls Ferry Road and SW Locust Street to make them ADA compliant. The imp​​rovements create safer and more accessible highway connections for all sidewalk users along SW Hall Boulevard.​ For more information please visit the project website​.

OR 141: SW Hall Boulevard from SW 92nd Avenue to SW Pfaffle Street
ODOT, in coordination with the City of Tigard, lowered the speed limit from 40 mph to 30 mph on OR 141 (SW Hall Boulevard) between SW 92nd Avenue and SW Pfaffle Street. The new reduced speed limit and posted speed limit signs went into effect the week of March 20, 2023. 

Lower vehicle speeds can decrease the severity of crashes, particularly in pedestrian and bike collisions and may also allow drivers more time to see and react to vulnerable road users and obstacles. In the Portland metro region, excessive speed and driver impairment combine to be the second leading cause of fatal and disabling crashes.

Speed Zones in Oregon are established through an engineering study completed by ODOT and follows a full review of roadway characteristics including crash history, traffic volumes, highway geometry, roadside culture and density. 

OR 99W Paving Project

In summer 2025, ODOT completed a ​project on OR 99W between I-5 and McDonald Street. We paved, built new sidewalks and bicycle lanes, upgraded ​​sidewalk curb ramps, repaired bridges and made safety improvements at the intersection of SW Johnson/Main Street. Oregon 217 Auxiliary Lanes Project
We completed a project to improve safety and reduce bottlenecks on OR 217 by adding auxiliary lanes, or ramp to ramp connections, between Beaverton-Hillsdale Highway and OR 99W. Work began in December 2021 and construction on all major elements are complete.  Final touches, clean-up, and landscaping work will continue into 2026. In partnership with the City of Beaverton and Washington County, we made targeted improvements to local bicycle and pedestrian routes. New bike lanes and sidewalks are installed on Hall Blvd between Scholls Ferry Road and SW Cascade Avenue. Willamette Water Supply
The Willamette Water Supply Program is adding seismically-resilient water supply for Tualatin Valley Water District, City of Hillsboro, and City of Beaverton water customers. This project started in March 2023 and is currently under construction along Hall Boulevard. For more information please visit the project website​. 

Portland & Western Railroad 
Railroad track work was completed at two locations on SW Hall Boulevard between between Commercial and Burnham streets and between Cascade and Nimbus avenues. In both locations, the railroad replaced existing ties and rails and stabilized equipment on the tracks. The work resulted in a smooth transit for vehicles crossing the tracks. Benefits

Improved Safety on SW Hall Boulevard

Rectangular Rapid Flashing Beacons (RRFBs) can create more visibility at pedestrian crossings and help alert drivers that people are trying to cross the road.

The new RRFBs at these two busy intersections will make it safer for people to cross SW Hall Boulevard and connect their neighborhoods to nearby destinations like the Fanno Creek Trail, bus stops, schools, churches, restaurants and local parks. 

New sidewalk and new ADA curb ramps around the intersections will make the crossing safer and more accessible for everyone.​

What Problem Will This Improve?

​​The existing crosswalk at Fanno Creek Trail and the intersection of SW Omara Street are located on SW Hall Boulevard along a busy, 35 mile-per-hour corridor. The nearest signalized intersection and pedestrian-activated crossing are located approximately ¼ mile away.
