Oregon Revised Statutes (ORS) and Oregon Administrative Rules (OAR) guide the Oregon Liquor and Cannabis Commission in carrying out our responsibilities. Statutes are state laws that have been passed by the Oregon State Legislature. Administrative rules implement and interpret a law or describe an agency’s procedures.
Rules are developed by agencies through a rulemaking process that engages the public.
