OYA Financial Grants

Grant Details

OYA Financial Grants are available for local governments, nonprofit organizations, and individuals seeking to meet the treatment and care needs of OYA adjudicated youth.

All other business types are ineligible for OYA grant funding at this time. If you have questions about your registered business type, please visit the Oregon Secretary of State's Business Registry.

Applicants may apply for funds that benefit OYA youth in one of these three categories:  
  • start-up costs and capacity building for a new treatment or service delivery program
  • culturally-responsive and/or trauma-informed programs/program efforts
  • emergency health and safety needs
In your application, you will be asked to provide a detailed overview of your proposal and to include information on your plan for financial sustainability.

 Frequently Asked Questions

Local governments, nonprofit organizations, and individuals seeking to meet the treatment and care needs of OYA adjudicated youth may apply for a grant.  Examples:  foster homes, residential providers, individuals wanting to start an hourly mentorship program, etc.​​​​​​​​​

Requests for modifying a current program for increased beds/funding will be considered.​

A​pplications will be reviewed in the order in which they are received.

A​ll grant applications must be project-specific. Applicants may apply multiple times for different projects based on their needs.​​

OYA will provide a timeline for grant decisions to each applicant within 10 business days of the application submission. The timing of grant decisions depends on volume of applications in any given period.

There is no specific limit to your grant request, however there are limited funds available. OYA hopes to fund many applicants with these grants.

Funding will be distributed as agreed upon within the grant. This could be a lump sum or distributed on a monthly/quarterly basis. ​

​If applicable and appropriate, costs for efforts that occurred after March 2022 may be covered.

This will vary depending on the project, and the timeline for funding will be decided when the grant is awarded.

​House Bill 4004 (2022) directs that as a designated agency, OYA "may make financial grants to local units of government, nonprofit organizations, and individuals from funds appropriated to the youth authority by the Legislative Assembly to meet the treatment and care needs of adjudicated youth committed to the custody of the youth authority to be able to respond quickly to each adjudicated youth’s identified and changing circumstances."

OYA will implement the statute in Oregon Administrative Rule 416-080 pending completion.​​​​​
