Proposed Rules

This section contains information about proposed rulemaking by the Oregon Youth Authority.  It includes rule changes that are under consideration, but not yet adopted. All agency rulemaking notices are published by the Secretary of State in the Oregon Bulletin.

Public input is very important to the rulemaking process. OYA welcomes comments on proposed rules. When submitting comments, please be sure to include the division number and title of the proposed rule.

OAR 416-420: The rules provide clarity to OYA's facility access policy and replaces "offender" with "youth in custody" to align with current Oregon laws and administrative rules.

OAR 416-070: The rules are required by ORS 420A.022 to certify employees to provide mental health services. The amendment increases certification to include qualified mental health associates (QMHA). Replaces "offender" with "youth in
custody" to align with current laws and administrative rules.
