The OTC approved Project Eligibility Criteria and Prioritization Factors for the 2010-2013 STIP in June 2007. These STIP criteria apply to development, modernization, preservation, and state bridge projects, except those funded in legislation or through special programs with their own criteria.
Potential STIP projects are evaluated for consistency with the approved criteria. ODOT regions develop and use this information to prioritize their needs with help from their Area Commissions on Transportation (ACTs) or other stakeholder committees. Modernization projects are divided into Development STIP (D-STIP) projects that need more than the four years of the STIP to reach implementation, and Construction STIP (C-STIP) projects. Depending on their needs, regions can spend their modernization allocation on D-STIP projects, C-STIP projects, or both.
Individual project summary reports are developed for proposed modernization projects. Bridge projects have one statewide summary report, and preservation projects are reported by region. The project summary reports for the 2010-2013 STIP are available via the links below.
