The case studies demonstrate the implementation of some of the actions and programs included in the database. They are not intended to provide step-by-step guidance on how to implement an action or program, but to describe a community’s experience with the action or program. They include information on the community’s size, what prompted the decision to pursue the action or program, and the outcomes.
 
The case studies are written for use by staff and officials from local jurisdictions, to help learn about GHG reduction actions and programs which can be implemented at the local level. They can be used alone or in conjunction with the database. Also be sure to visit the Links and Resources page for additional support materials.

Corvallis Transit Goes Fare Free
In February 2011, the Corvallis Transit System (CTS) eliminated transit fares. While they did not take this action because of GHG emissions, an expected side effect of the action will do just that. Research presented in the database estimates a .3% GHG emissions reduction.

Operations/Intelligent Transportation Systems
Washington County Flashes the Yellow Arrow
Washington County replaced red/yellow/green traffic arrows with a flashing yellow arrow signal at several intersections. Traffic studies at the Bethany, Evergreen and Murray Boulevard intersections where the project was implemented found an average of an 18% reduction in stops, a 13% reduction in fuel consumption, and a 35% reduction in delay, all of which translate into lower emissions.  
 
Tri-Met's Transit Signal Priority System
Tri-Met has been using Transit Signal Priority Systems since 1976.  In 1999, the City of Portland and TriMet jointly developed a combined transit priority and emergency vehicle preemption system in Portland.
