    TSPC's mission is to establish, uphold and enforce professional standards of excellence and communicate those standards to the public and educators for the benefit of Oregon’s students.


    The Educator Licensure system is now online only! 

    Applications and payments can be made only through eLicensing.

    • PLEASE DO NOT CREATE MULTIPLE USERNAMES.  If you forget your username, contact TSPC at online.tspc@oregon.gov or 503-378-3586

    • TSPC is no longer accepting mailed, faxed, or emailed applications or payments. All applications must be submitted through the eLicensing system.

    • All supporting documents for your application must still be sent directly to TSPC through mail, fax, or email. (Go to Contact Us for more information). You are not able to "upload" additional documentation in the eLicensing system.

    • Basic and Initial II Teaching Licenses are being transitioned to new license types.  Please see the table below if you hold one of these license types.

    Expedited Service Fees:

    eLicensing now accepts payment for expedited service.
    • The Expedited Service Fee applies to any C3 submitted on or after June 29, regardless of when the original licensure application was received.
    • If a district submitted a C3 prior to June 29 that was “closed” for any reason and then submits a new C3 when an application is complete, the Expedited Service Fee will apply.
    • Reminder:  Teaching licenses for 2016-17 school year will be eligible for expedited service on 8/1/16.

    Expedited Service Process:

    • Step 1: Applicant applies and pays the base fee for the specific license requested.
    • Step 2: Applicant submits all required supporting information for the application.
    • Step 3: District submits the required information for the expedited request (C3 form and district letter).
    • Step 4: Applicant logs back into eLicensing to pay the expedited service fee ($149 plus the $10 portal provider fee). If a district would like to pay the expedited service fee, please have the applicant retain their receipt for reimbursement. The applicant (or district) may also enter the district credit card number directly into the eLicensing payment section, if this method is preferable.
    • Reminder: Teaching licenses for 2016-17 school year will be eligible for expedited service on 8/1/16.


    Late Fees:

    eLicensing late fees are as follows:
    • Day 1-30: late fee is $40 (One month)
    • Day 31-60: late fee is $80 (Two months)
    • Day 61-90: late fee is $120 (Three months)
    • Day 91-120: late fee is $160 (Four months)
    • Day 121 and beyond: late fee is $200 (Five or more months)
    The late fee is in addition to the $140 renewal fee. One $10 portal provider fee is charged for the entire application.

Status of Applications:
We are currently processing most complete applications within approximately 12 weeks.  
Once your application has been processed you will receive an EMAIL notification. 
Licenses are no longer printed and mailed.
