Prefabricated Structures Program

The Building Codes Division administers and enforces a statewide regulatory program for prefabricated buildings and prefabricated building components intended for sale, rent, lease or installation in Oregon. In other states, prefabricated buildings may also be known as “modular buildings.” The Prefabricated Structures Program is established in ORS 455.705 and operated by administrative rules adopted in OAR Chapter 918, Division 674. Prefabricated buildings must be designed, constructed and inspected according to Oregon laws, Oregon adopted specialty codes, and program requirements.

Approved prefabricated buildings and prefabricated building components receive an Oregon insignia of compliance indicating the building or building component was manufactured in compliance with applicable Oregon laws, Oregon adopted specialty codes, and program requirements.

Requirements and information on this website apply to businesses that manufacture or alter prefabricated structures; owners, dealers, and distributors of prefabricated structures; and local building departments responsible for administering and enforcing local building inspection programs.
