Registering a business

To receive services with the Prefabricated Structures Program a business must first register with the division's Licensing Program.

Business types

There are two business types associated with the Prefabricated Structures Program:

Prefabricated structures (PFS) – includes:

  • Manufacturers that construct factory-built permanent or relocatable buildings, such as residential dwellings, offices, classrooms, equipment shelters, restrooms, etc.
  • Businesses performing alterations to Oregon-approved prefabricated builidngs, such as reconfiguring building interior, changes to electrical or plumbing systems, changing from one occupancy classification to another, or change of use, etc.

Prefabricated components (PFC) - includes:

  • Manufacturers of factory-built building components, such as walls, floors, or roof panels, refrigeration panels, etc.
  • Manufacturers of factory-built component buildings, such as buildings constructed completely of prefabricated building components that is assembled onsite, typically a building within an existing building.

Note: A prefabricated component building intended to be installed outside of an existing building must be manufactured by a prefabricated structure manufacturer (PFS), not a prefabricated component manufacturer (PFC).

Registration application

After reviewing the information contained on the Prefabricated Structures Program webpages, please contact program staff so the appropriate level of service needed to assist your business can be determined. If it is determined that a business can receive services from the program the following will occur:

  • A registration application will be provided along with additional details. Please note the following:
    • Be sure to indicate on the registration application the business type. It will either be PFS or PFC as indicated above.
    • A separate registration application is required for each business type.
    • A separate registration is required for each manufacturing location.
  • Any business seeking a Prefabricated Structures Program registration must also obtain a valid business registration from the Oregon Secretary of State’s Business Program. Proof of this business registration must be provided along with your Prefabricated Structures Program registration application. If your business is exempt from the Oregon Secretary of State’s business registry requirements, you must provide written proof indicating such.
  • The division’s Licensing Program will not process or issue a Prefabricated Structures Program registration without this information.
  • The program will not accept any plan applications, plans, manuals, etc. until a valid Program registration has been issued by the division’s Licensing Program.

Check if a business is registered

A new Prefabricated Structures Program registration is $100.00. This registration is valid for one calendar year and expires on Dec. 31. It’s the responsibility of the registered business to notify the division's Licensing Program of any changes in the name or address.

Registration renewal is $20.00. The division's Licensing Program will mail a registration renewal notice to the business address on file approximately two months prior to expiration. It’s the responsibility of the registered business to renew their Prefabricated Structures Program registration with the division prior to the registration expiring. Registration renewals submitted after the expiration date will not be accepted.

When a Prefabricated Structures Program registration expires, all plans, manuals, and un-issued Oregon insignia of compliance associated with that registration become invalid. Program services will not be restored unti a valid registration is established and all other program requirements have been approved. See OAR 918-674-0065.

Services available for non-manufacturing businesses

Others seeking services from the Prefabricated Structures Program are limited to the following options:

  • Obtain a valid Prefabricated Structures Program registration.
  • Work through a division registered prefabricated structure manufacturer.
  • Work directly with the local jurisdiction where the structure is to be installed.
