Behavioral Health Deflection Grant Program

Pursuant to House Bill 3069 (2025), the Behavioral Health Deflection (BHD) Grant Program supports Oregon's federally recognized tribal governments and counties in the operation of “deflection programs," as a collaborative program between law enforcement agencies and behavioral health entities or community-based social services organizations that assist individuals who may have substance use disorder, another behavioral health disorder or co-occurring disorders, and who often have other service needs, to create community-based pathways to treatment, recovery support services, housing, case management or other services.

Grant awards are determined and monitored by the Oregon Criminal Justice Commission.  Meeting minutes and recordings are available by date on the CJC Calendar.

Details about eligibility, application requirements, and availability of funding are outlined in the grant solicitation under current grant cycle information below.
