Library Services

Overview

Oregon Department of Corrections (DOC) facilities maintain libraries that provide a range of services to adults in custody. Facilities without a physical library ensure access to approved leisure reading materials.

Library staff coordinate and supervise services, including assisting individuals in accessing information and reference materials from the facility’s collection or through the Oregon State Library .

Libraries offer a variety of materials to reflect diverse interests, reading abilities, and language needs. Collections are regularly updated and include educational resources that support facility education and treatment programs.

Adults in custody in the general population may access the library based on available space and supervision. Individuals in special housing receive services in accordance with DOC rules governing those units.

Under Oregon Administrative Rules (OAR), all adults in custody are provided access to law library services, equipment, and supplies to prepare and file legal documents. Access is prioritized based on individual circumstances and facility resources.

The library coordinator may consider factors such as:

• Priority or general legal user status
• Imminent court deadlines
• Whether legal counsel has been assigned

Depending on the situation, individuals may complete legal research and document preparation in the facility law library or within their assigned housing unit. Resources may include workspace, legal materials (electronic or print), forms, and in some cases, assistance from a legal assistant.

The Oregon Department of Corrections (DOC) has updated its procedures for in-person service of legal documents at DOC facilities.

To ensure consistency and security across all institutions statewide, in-person service of legal documents must now be completed exclusively by the Sheriff's Office in the county where the adult in custody (AIC) is housed.

This change applies only to in-person service. DOC will continue to accept other legally recognized methods of service that do not require entry into a DOC facility, consistent with applicable laws and administrative rules.
