2026 Grant Cycle Timeline
March 16 through April 30:
Applications were accepted.
May 1 through June 30:
ODOT personnel conducted onsite project evalutions.
July 1 through mid-July:
Program manager compiles the evaluation results, calculates the regional funding distribution & 5-Year Population Growth for each city that applied. Based on these combined results, a ranked list is created with consideration given to the regional funding available.
July 23: Small City Allotment Advisory Committee meeting

Post Advisory Committee meeting:
Applicants will be notified of the award results. ODOT will begin drafting the funding agreements with the goal of having all agreements released to the successful cities for signature by October 1, 2026. Cities must return the appropriately signed agreement within 90 days of receipt or risk forfeiture of funding.
After Agreement Execution:
Cities are required to complete their projects within two years of the agreement execution date. Cities may request an advance payment equal to 50% of their award amount. Balance will be reimbursed after project completion with submission of necessary documentation and upon ODOT issuing project acceptance. Cities must have all previously awarded SCA projects completed prior to being eligible to reapply.
