Capital Investment Plan (CIP)

The Oregon Department of Transportation receives state and federal dollars to deliver projects that restore or improve the quality, condition, capacity, or efficiency of Oregon highways and extend the useful life of the transportation system. These projects are also called capital improvements. 

These large capital improvement projects require time and coordination to identify, design, fund and deliver. ODOT is taking a new approach to project planning by developing a Capital Investment Plan.

The CIP is a 10-year plan to develop capital projects on the state highway system. ODOT uses this long-term planning tool to identify, evaluate, and prioritize future transportation investments before funding decisions are finalized. The CIP creates a transparent, statewide process for advancing projects based on safety, system needs, and long-term goals. Projects from the CIP will enter future STIP cycles as funding becomes available and readiness criteria are met.

 

Current Status 

ODOT is developing Oregon’s first Capital Investment Plan (CIP) with input from transportation professionals across the agency, lessons learned from other state departments of transportation and feedback received from external partners and communities.

The team is currently developing the tools, processes, and evaluation criteria that will be used to identify and prioritize future transportation investments.

The first CIP will cover transportation investments planned between 2027 and 2037, with regular updates planned as the process unfolds.
