Supporting the Expansion of Behavioral Health Housing and Residential Treatment in Oregon

Behavioral health iinvestments:

  • Fund capital development projects to support the development, acquisition, renovation or expansion of physical infrastructure that supports behavioral health services. 
  • Focus on behavioral health housing and treatment facilities that serve individuals with serious and persistent mental illness (SPMI) and/or substance use disorder (SUD).

Funding Sources and Related Work

​HB 5024 appropriated $130 million ($65 million from General Fund & $65 million from the American Rescue Plan Act [ARPA], including a $20 million Tribal set-aside) for the 2021-2023 biennia. 

This funding was intended to support the expansion of community-based residential settings for individuals requiring a higher level of care. The purpose was for real property development projects (assistance in the form of grant funding); and for up to two months of “startup" costs that support the licensed facility/home, or proposed development project.

​This bill appropriated $100M out of the General Fund for increasing behavioral health housing in House Bill 5202, section 364. These one-time funds were disbursed to the Community Mental Health Programs (CMHPs) throughout Oregon to:

  • Increase behavioral health housing and treatment options
  • Relieve bottlenecks in the continuum of care
  • Address health inequities and housing access disparities statewide

To increase accessibility and put greater power into the hands of communities designing, providing, and consuming services, these funds were intentionally distributed in a manner designed to be low-barrier.  ​

This bill, also referred to as the Behavioral Health Housing Incentive Fund, appropriates interest earned from the Housing for Mental Health Fund (ORS 450.380) for the development of behavioral health housing for individuals with mental illness and/or with substance use disorders, including children and youth. These funds are separate and distinct from the General Fund.

​SB 5525 (2023) appropriated a total of $15 million General Fund, including a $1.5 million Tribal set-aside for the 2021-2023 biennia. This funding stream was intended to increase the availability of substance use disorder (SUD) facilities for both children and adults.   ​

​This bill appropriated $18M total out of the General Fund for distribution as grants to the entities noted in the bill for specific purposes to support the development of SUD housing and services throughout the state. ​

​This bill appropriated $50 million from net proceeds of Lottery Bonds with a $5M Tribal set-aside to increase community acute psychiatric facility capacity, and/or to prevent the admission of acute psychiatric care and increase access to care for individuals discharging from acute psychiatric facilities.​

​This fund consists of moneys deposited in the fund under section 8, chapter 812, Oregon Laws 2015. It may include moneys appropriated, allocated, deposited, or transferred to the fund by the Legislative Assembly or otherwise, and interest earned on moneys in the fund.  

Moneys in the fund are continuously appropriated to OHA for disbursement for the purposes set forth in ORS 430.643.

​Commonly known as the “Trust Fund," this fund may be expended for development activities for projects that provide community-based housing for individuals with Serious and Persistent Mental Illness (SPMI) or for capital improvements at the Oregon State Hospital (OSH).  

The fund earns a nominal amount of interest each month (i.e., approximately $3,000 to $10,000). Loans in the OHA-HSD portfolio paid off early are deposited into the fund. No other source of funding recapitalizes this fund. See Oregon Administrative Rule 309-036-0100. ​
