Northwest Prescription Drug Sonsortium

The Northwest Prescription Drug Consortium, initiated in 2006, is a formal intergovernmental agreement that delivers broad and unique pharmacy management programs across Oregon and Washington, and is poised to grow. Aggressive pricing is achieved by aligning purchasing through one vehicle and leveraging the purchasing power of both states. Entities from both the private and public spheres are eligible to join.


Our management philosophy includes the following three tenets, which are applied to every group we serve, regardless of their size or function: 

  • Best in class in program transparency is delivered through a low fixed administrative fee per pharmacy claim; detailed financial audits and robust program reporting that track performance and very extensive performance guarantees.
  • Pass-through pricing on all pharmacy transactions eliminates spread pricing that is common with other pharmacy benefit managers (PBMs) and make it difficult to understand the true costs of medications; and 100% pass-through of all manufacturer rebates and payments ensures that our program participants are the beneficiaries of the pharmacy benefits they pay for.
  • Leadership in managing drug costs is ensured through aggressive pharmacy network guarantees that are benchmarked annually and adjusted when results fall outside a narrowly defined trigger.

The Consortium's pharmacy programs are not a one size fits all monolith. Pharmacy programs and benefit administration can all be highly customized to offer our clients a high degree of autonomy to ensure the pharmacy program operates the way our clients need them to perform. These include custom formularies, client specific utilization criteria, unique benefit designs, and the ability to utilize a broad cafeteria menu of optional program services.

The result is a pharmacy benefit that works for our clients and delivers an accountable and well-managed program at a predictable fixed cost.
